of you know that i felt that personally, that if we do not have a safe city, we do not have a solvent city, we will not have a successful city. that has been reflective of everything we have done. to the community-based organizations, thank you very much for working very closely with us and the board of supervisors. the controller's office, of course -- [applause] of course, we worked very hard with our controller's office did not want to thank ben and moni que and the budget analysis division staff for constantly working with this. they obviously were working over ours as well to make sure they understood and analyzed everything we did and the outcomes. i also wanted to thank the department of human-resources. mickey and martin. we call them the mickey and martin show. they were there, too, at the 10 community-based meetings that we had. they showed up there with departments, and there were always there to help me explain the repercussions of everything that we did. i really want to thank them. i also want to think harvey rose. i have been on all sides with harvey on the budgets for over

making the city safe, solvent, and finally, the other principal i shared with the department of the budget -- making the city continue to be successful. that goes back to what brought you to san francisco? what need to invest? it is because of the diversity. it is because we have a very excited counselor for. we are all working together to bring in the sister cities and make sure we have excitement as a world-class international city, because with that comes the interaction of culture, more business, and the learning of what other countries are doing. and just the hope that because we signed the united nations charter here, that we continue that dream, that san francisco becomes the place where we continue to dialogue and we can suggest we can still have that international dialogue here. that, along with the perverse -- diverse corridors of the city, that is part of being a successful city. i want to continue that. to continue to have us face -- a safe, soldan, and successful city. and i can do that in a non- political way. i think the unprecedented dialogue with the board of supervisors,

solvent. a safe part of that equation is what we're talking about today with this measure. when he talks about having a safe city, he talks about two things. he talks about public safety which is the core police and emergency response services and that is obviously a key component of safety. he also means a basic social safety net, a minimal level of social services that help people in our city feel a sense of personal safety about their future, about their health care, about their economic stability. so, the proposal that is before us would be dedicated to a fund that can be used for both of those purposes. this could be used for public safety programs and i believe you might have the expenditure plan in front of you. that gives you more details, it can be used for both of those types of services. also, a social safety net programs for seniors and children including child care that is significant a factor for a lot of the workers and employers in our small businesses and in the city. in terms of the mechanics of this budget, there are two critical pieces i want to point out. the first is that there is a 10- yea
