because of the western soma planning process and the e-i-r process for the western soma which started actually after we submitted, we were told by planning that our project could not proceed unless my client paid for their own e-i-r, which would be about $150,000. we were also told if they waited, there would be an e-i-r for the whole western soma and they could get a community exemption, which would not be too expensive. so, they've been diligently waiting and i've been diligently and patiently noting the ongoing process of the western soma plan and no point in the last seven years has the block of 11th between harrison and folsom been anything other than wmug which would allow our project to proceed. now, seven years later about a month before approval options have been submitted to you, all of which would prohibit new housing and therefore prohibit this project. so, if, of course, we had omaha, nebraskav this would happen at the last minute, my client would have paid for their own e-i-r two years ago paul lord offered us to get in on the overall area plan e-i-r. * we did a little f

i think it's important to know that western soma and planning for soma in general wasn't simply about creating more growth. it came out of the mid-90's to the 2000 and instability created through the market cycle in terms of impact on small businesses as well as existing resident populations and we had a variety of displacement and turmoil and recognized that the controls were antiquated and not having a clear path way and depending whether you're a resident or service provider you will have different perspective, but the point was to bring logic and stability to the way the neighborhood was planned for its future opposed to the wild west, so i think sustainablity and predictability were the goals and look at the businesses of the future as well as there and create sustainablity in that environment. look at housing needs and market rate and affordability and design and treat soma and western soma as a neighborhood and not just a place to develop so in that sense i think the goals were achieved. whether it creates a panacea and high density is another question but i don't think if that

soma was able to provide 150 applicants at 30% of median. and 1%, we know that we have two applicants that made it through the lottery. so, 1% of our 150 applicants made it. happy families are all alike. every unhappy family is unhappy in its own way. >> [speaker not understood]. >> yes. and, so, the solutionses that you bring about to benefit the large or very can be large cuts, whether it's the tax benefits for the businesses and -- or the [speaker not understood] exemption. but when we look at the solutions for those that are vulnerable, we are finding that it is going to need to be a more surgical and specific solution. and, so, one of the proposals that's going to be coming forward is funding for looking at smaller sites. to have 1% of our applicants and a huge success and we got a lot of people, information about bmrs, but at the end of the day at most we're expecting 1 or 2 people to get into those 50 affordable units in soma. it is a benefit to the whole city to have the 50 units. we are glad we are able to negotiate it for the city,

having an approval hearing or we're having a hearing to move forward -- further forward on western soma. the final thing i'd like to bring up is the four blocks that overlap the potential central corridor that are a part of western soma. i think, you know, we really need a little bit more information as to what might be proposed for this area. what are the potential solutions? are there plans for additional high density, additional parking? some of the things that may be in conflict with that area. and while we scrutinize closely the 11th street area, we've done almost no scrutiny at all over the area that possibly could be contentious. i'm not advocating for keeping this area or any part of western soma on hold until the central corridor is ready to go forward because that doesn't make sense. but i think we really have to know where the possible areas of conflict may be, what could be done to make the two compatible, and what are the options that would be before us. i know we can't jump ahead two or three years to know exactly what may be planned for central corridor, but perhaps someo

i want to talk to you about two specific issues in the western soma today. first is the historic use controls that luke was just referring to. these are currently in effect throughout the eastern neighborhoods and actually currently in effect under the existing controls in west soma. and essentially what these do is for certain classes of historic buildings, it relaxes the use controls in them with the goal of allowing the buildings to stay under operation, giving them flexibility so they can maintain and preserve them adequately since they all are historic resources. so, currently in the west soma, excuse me, this is a little technical so bear with me. all uses are permitted in buildings that are landmarks, that are contributory to article 10 historic district, and that are article 11 rated. and i just want to make a note that this is already narrower than what's allowed under the historic use controls throughout the rest of the eastern neighborhoods. but what is being proposed right now as part of the west soma plan would further narrow those classes of hi

we organize and educate families to achieve a healthy neighborhood, soma and greater san francisco. since we were formed in 2000 in the 13 years we have been around tenant harassment hasn't gone down. if anything, it actually escalated, especially when a lot of the tech industry has been formed or is housed in the south of market. we have over 40 tech industries there so a lot of landlord or management has been really banking on this new possible tenants. so tenant has escalated around a lot of the alleyways that a lot of our families lived in over 20 years. i want to tell you one particular stories that one of our families has actually gone through. when we say tenant harassment, this isn't just tenant harassment on adults, a lot of our youth, the children of these parents have been harassed as well. one particular story i want to tell you about is jake. he lives on mina street and his family was living in this apartment with 6 units. at first the landlord informed them that they have to leave because of foreclosure. then when we have them actually get documents from the landlord t
