it says evaluate the western soma sud for consistency with the objectives of this plan in the area of overlap. i think the wording is backwards. i think it should be that the objectives of this plan should be examined for consistency with the western soma plan since it's in the plan we already adopted. so, i think that there's an inherent bias in the way this plan is written so that it somehow come out in front and everything else that we've already adopted are put on the back burner. >> thank you. let me add a couple thoughts on some topics that have been mentioned. i think in particular i have concerns about the existing communities that live in these neighborhoods. and, so, i'm hoping that we can find a way to actually study displacement in the e-i-r. i think coming off the conversation, the plan bay area, there was some sort of percentage assigned to the impact of displacement. i don't know what the methodology was or if it can be applicable, but i'd like us to look into that. i also was reading an e-i-r out of l.a. not too long ago about their regional connector transit project a

low-income seniors, people with disabilities are being put out -- they're being moved out of soma for economic reasons. and, so, it's very important to have somebody from this community, from this constituency who knows exactly who is on the ground, in communication with everyone there. strongly support m. alicia duke. thank you very much. ~ sam alicia duke. >> thank you. >>> again, good afternoon, supervisors. i'm here for the real reason to support sam duke. now, james only mentioned about her association with senior and disability action. my background with her goes way back -- i mean, way back to the early days of para transit ~. she was very good in para transit, very good advisor in para transit, and still is a great advisor in para transit. when we're forming para transit, speaking on rides, how we should put it together, she continues on that, very knowledgeable, and takes that same kind of information from where she lives, i also live in the soma area the last three years and i do other community work there. i'm the garden coordinator at drake's park. all the work she's done,

having said that, we have challenges particularly in soma and market street with pedestrian safety. i want seniors to walk anywhere and not feel defensive about cars and bicycles hitting them. so pedestrian safety is a very big part of the senior agenda. nutrition, we have been advised, is very important. having enough community-based parks and open spaces for seniors to enjoy life in the city, and be having housing next to open spaces and parks, involved with a whole high-level of pedestrian safety is again building communities that respect our seniors. and so supervisor kim, for example, and i, concentrating in soma are looking at pedestrian safety concentric circle s around senior centers, where seniors life, to pay higher attention as we plan our transit systems and parks and housing. >> senior housing is one of the keys, as well as home health care for a lot of seniors as they get older, and the home health care aspect has been really troubled budgetwise with a lot of state cuts in that area. >> i am a firm believer and i believe this is tremendous support at the board as well,

i'm actually here representing our youth in soma. we thought this hearing was going to go until later in the afternoon so a lot of them are running here but if they don't make it i just want to remind you that last year we spent a lot of time talking to voters informing them about proposition a, b, c and e and a clear mandate to the city for that and we work hard to generate more revenues that is shared equitably across the city's priorities particularly the area that has been hard hit by state and federal tax, the majority which are children, youth and families, so for us we are really saddened that dcyf cut a lot from our district even though our numbers in terms of youth might be declining that doesn't mean their needs are actually declining. according to the budget analyst when he did a city wide analysis and according to its report district 6 has the highest poverty per capita of any district in san francisco. this proves that the children and youth of district 6 are the highest need in san francisco. also according to the budge

authorizing the mayor's office of housing to expend soma community stabilization fund dollars in the amount of $300,000. >> okay. the mayor's office is going to speak on this item. >> with the mayor's office of community development. the item before you today is a rez collusion that was -- resolution introduced that would authorize the stabilization fund program and ex pend the funds. i'll provide a brief comment which was created in 2005 in an effort to have the negative impact of justification in south market neighborhood when it was resumed ordinance 21705. the fees are deposited into the fund and businesses in the south of market. the board of supervisors accomplished a community advisory committee which is consisting of 7 community stake holders to advise the development and the board of supervisors on the use of the fund. the cdc has an administration of the fund. and they approved the fund and grants the base organization and as these grants approach, the cac revisited and we find a plan using the lessons from the first round and taking into consideration the changing environm
