from what i understand, there are two public parks in soma. anything that is going to compromise the quality of life or quality of access in that park is something that the community is very much concerned about. i think anything that would compromise the quality of the park has to be looked at. i think vmd park, victoria manalo draves park has to be considered, has to be off-limits to the shadowing, regardless of what the developer is saying about the innocuous nature of the shadow. the fact remains that it is a shadow; which begs a bigger issue in the notion of private versus public. we have of a public space, vmd park and we have a private developer that wants to effect -- have an effect on the integrity of that public space for purposes that we do know, for money-making purposes and for speculation purposes and we know that the city is in a very severe housing crisis right now. let's not adversely affect the integrity of a public space such as victoria manalo draves park which all of us have a right to enjoy. thank you very much. >> thank

the entertainment was not permitted anywhere in soma and in other words, in this portion of soma and harrison street here, kind of following on the freeway was the dividing line and you can see the colors shift and north you have the yellows and the browns, and south, you have the blues, and for the most part and what that represents, is north of harrison is primarily intended to be mixed use, with mostly residential. south of harrison was service and light and industrial and it stayed the same, and it just changed to sal or sally to emphasize the arts and but it was still no residential, but the one change is that entertainment uses are permitted there now, and also in the wnuo which is the office district, which runs along towns and then also runs along 11th street to capture what is the, you know, the existing entertainment corridor that is there. and so, before, and as commissioner hyde mentioned when the task force is working on this plan, there is no such thing as an llp it exists in name. and it did kind of exist in concept, at some point as accessory entertainment, right? and

and how we can -- there are two great sites in soma for affordable housing on public property. in order to achieve our prop k33% balance in soma, we're going to be to be extraordinarily aggressive in finding future sites for new affordable housing. and these are two great sites. the 4th and folsom subway station site was just sited. as can you see when you see context that it's within a wonderful senior neighborhood with dramatic amenities and shopping and perfect transit, this is the perfect site for senior housing. it's a small site, but somewhere, depending on the height from 60-120 efficiency studio units would fit on this site. you may know that federal funding for senior housing has dried up and there is not much in the pipeline, even though we're all away there is a time bomb -- a population time bomb of all of us aging baby-boomers that need senior housing in the next 20 years. that is a real problem. south of the freeway the puc has a wonderful site as well. currently at downtown storage yard. the half of it, that is between the two alleys is an excellent site for affo

the one in soma had 38,000, and the inner sunset has almost 100,000, you can see that they are being targeted and the other 6 districts are also, highly impacted by these tobacco densities. and the reason that we are doing this is basically because we want to create health equity among the entire city of san francisco this is not just youth it effects everyone, the city financially, health wise, and just going to improve everyone's health in san francisco. and we will insure health equity over the next ten to 15 years through this policy. we did a survey in 2009, and in four different neighborhoods and 83 percent supported the limits of tobacco sell ng san francisco and we have conducted another survey which also showed that 80 percent of people supported our policy and supported the decrease of the tobacco outlets and also they felt that having numerous tobacco outlets, each block was too much. >> and the last one was just, we have over 900 endorsements of people supporting us and we would like to thank you supervisors for all of your support and hard work. >> and if it is you and y

morning of the loss of approximately $1 million of developer fees that was supposed to be secured in the soma state fund with a loss account. it included $71,000 for the community improvement account management by the planning department. our office has been gravely concerned with the loss of developer fees that were intended for the improvement of our neighborhoods in particular our parks, our streetscaping and other infrastructure needs. we actually learned of this loss only a little over 2 weeks ago and intended on calling a hearing january 13th and decided not to do so until we met with the mayor's of housing and members of south of market fund community advisory committee. as mentioned this fund was for infrastructure whether it be open space, community center facilities streetscape improvements. widespread facility and affordable housing. this growth to ensure we are building complete neighborhoods so as we have more residents and workers we are able to accommodate them with increasing transit, open space and other. the cac has been working diligently to evaluate potential projects that

most of them, they live in the neighborhood, in district 6, tenderloin and soma and treasure island and during elementary and middle school they went to bessie carmichael. district 6 doesn't have a high school and so most of the youth actually have to travel far away. and they lost contact with some of the folks that they know from elementary or middle school and it's where they can meet each other and hang out and enjoy the day; right? you heard it a lot. i know district 6, we need housing. we need affordable housing. but at the same time, with this topic, i am more considering about the livelihood of the people in this community, the youth, the young ones that play, the workers that work in this neighborhood. that utilize, as you heard earlier, they come for their lunch break to enjoy the sun and eat their lunch. we have a vibrant community and this park has been used for a lot of things, community events. it's been used for after-school programs, basketball, to walk your dog. i just walked my dog there yesterday. it was fun. so please consider. it's not just about the shadow, but abo
