i work in soma. i support the appeal of central soma.i request you would support their appeal because a plant continues to provide an inadequate amount of open space. the soma is the most open space deficient neighborhood in san francisco. along with the neighbouring tenderloin. instead of providing sufficient green and publicly accessible open space, planning has been defaulting to provide new open space for so much a privately owned public open space. they have a negative impact on the community for many reasons. the spaces are truly not open to the public. and activities are discouraged and ours are limited. they are not protected by the proposition kate shadow ordinance because they are not open space owned by the city, recreation and park department. the third one is this space does not create the open space that is public at accessible for youth, families, and seniors. just like a public park. with that up the city needs to create new public parks on the caltrain railyard with opportunities also for affordable housing. by purchasin

and working in central soma in the future as a result of this central soma plan, if it is adopted. everyone knows that soils in south of market are bad. in 1906 it suffered the worst damage in the city. in 1989, it suffered the worst damage in the city. multiple buildings had to be demolished after the earthquake. putting 50,000 new people in that district, where damage to existing buildings can be life threatening is not responsible. the problem is not the new buildings. the problem is the existing buildings. yes, we have a seismic retrofit ordinance, yes, there's a soft story retrofit ordinance, but none of those ordinances require fixing the foundations beneath those buildings. if a foundation fails, cracks, settles differentially due to liquefaction or settlement of soils underneath it, even a retrofitted building can, in fact, partially collapse or fail. and it is the risk that poses to people nearby on sidewalks adjacent to them that it's life threatening. and, in fact, in 1989, two women were killed on sixth street in central soma when exactly that happened. a big building l

i don't live in the central soma area. i live in the western soma, but all soma is connected. the insertion of another financial district into our district is one that will have far-reaching impacts to not just the central soma community, but all of district six. the creation of a second financial district is not conducive to a healthy neighborhoods. soma is not just a place to just build more tech offices and more high end retail luxury condominiums. there are real communities in soma that deserve your attention as well. i think the e.i.r. should be studied again against that healthy management tool. i want to add that all soma is connected. and building more office space will ravage the neighborhoods. it is something that is terran communities apart right now. we should not let the siren song of more tech jobs drown out the sound of speculation, eviction and the strain of economic activity that is on our communities here and now. thank you. >> thank you for your comments. next speaker, please. >> good afternoon, supervisors or good evening. i am with d5 action. all of san fr

the item before you is the appeal of the central soma environmental impact report. it is a comprehensive plan for the southern portion of the central subway transit line. the evaluation of the central plan is problematic. the assessment of environmental impacts based on components required and would facilitate the goals. they certified the e.i.r. and approved the project may 10, 2018. four appeals to the board of supervisorses were filed. richard on behalf of the neighbors and sf blew and on behalf of the market community action network, phillip on behalf of llc and john on behalf of the neighborhood consortium. they received four appeal letters and responded to comments on the accuracy of the air in the responses. in total the department provided theory responses to the appeal letters. as described on the july 9, august 30, september 10, the central plan is adequate, complete and complies with the california environmental quality act. the guidelines chapter 31 of the administrative code. in this presentation i will highlight the five, 2.5 issues brought forth today

the appeal of the final environmental impact report for central soma. that was continued until next week, september 11. the appeal for conditional use for 123 corbett was continued until october 2. lastly, the board did hear the appeal for the mitigated declaration for the ferry project. the national park service would enter into a long-term agreement with the port commission to make improvements to the alcatraz ferry embarkment site at pier 31 1/2. it would allow for the berthing of three ferry boats at the time, which would accommodate ferry service to fort baker. it would begin in 2023 and run on weekends only. the city of sausalito appealed because of transportation and public safety impact, however, the changes to the project agreement that were approved by the port commission have addressed the concerns. sausalito could not unconditionally withdraw their appeal. the board of supervisors cannot take action until the appeal is resolved. there were no speakers in support of the appeal. and none against the planning department provided a brief respons
