it is one of eight key sights in central soma plan. in order to proceed, the project requires the planning commission to grant a large project authorization for construction of a new building within 85 feet in height, a new construction over 50,000 gross square feet in area, granted office allocation under prop them, recommends that the board of supervisors approve the planning code text amendment and associated zoning map amendment to establish the special use districts and create additional key sites, and finally, recommend that the board of supervisors approve the development agreement for this project. following my presentation, the office of economic and workforce development will give a presentation regarding the development of the agreement, and following her, alexandra and ben representing the project sponsor and project architect will give a detailed presentation regarding the program and design of the project. the project site is approximately six and a half acres. is comprised of six parcels located on the north side of bran

tying our project with the central soma program. so get nothing a little bit of the specifics from a different mode perspective, the first one is the bicycle safety improvement and what we're proposing is a two-way protected bike way on both streets. toe pro sect psyche lists and at intersections and so this sin includes to have dedicated and separate turning vehicles and psyche lists traveling through and example of this and implemented a year ago and we have received a lot of positive feedback on separating out and removing that conflict between turning vehicles and psyche lists and something else that we learned through the near term project are specific locations where we feel that raised crosswalks and there are few locations where psyche lists thg a quick turn trying to take a short cut and get to the freeway and we're recommending a raised crosswalk in a few locations. in terms of safety, for pedestrians, we're recommending six new signalized mid block crossings and this augments compliments some existing mid block crossings

i live in the city and work downtown in soma. up to three years i bike commuted to airbnb which is where we were commuting to a few months ago that morning. i'm here to improve bike infrastructure and of course i'm in support of the changes because i think it's really tragic we don't have these protections in place for residents and users of these streets. i'm excite had we have met short term improvements and believe it's an improvement in quality. we need to invest in streets because this is key infrastructure for san francisco residents and workers. it's a busy neighborhood as many have already said including uber and trucks so it's doubly important to make sure we protect people on the streets in these kinds of neighborhoods that can be very heavily trafficked. and also, i'm excited about improving the situation for muni because i think along with the bike lane improvement it will set us up for credible efficient transit network the next few decades. they connect the transit center and embarcadero and other points of interest

i am with so can, and a resident of soma.ring the planning and even before the plan was thought of, some had been advocating between 30-90%. to ensure we would be able to house the most vulnerable populations in addition a few years ago, our youth program conducted documentation of how they are not children, youth or senior friendly. reflecting how popos could be friendly and useful for these demographics. we have been sharing these insights with your planning staff and private developers. we have shared our feedback with alexandria to see more neighborhoods serving benefits included in this project such as on-site affordable housing with 30-90% ami that would be marketed and available to families, and workers living in the south market. a community center and no cost to low-cost accessibility to the pool for low income families, and seniors. our design guidelines and real community participation on the linear park on bluxome and popos. community stewarts will engage neighborhood workers, residents and programming of the publ

[inaudible] our roots are in the soma. i started my work with bishop, i'm also a bartender and have been employed at several venues throughout the city during my ten years. one of the places i worked at was empire room which is located at golden gate avenue. the reason empire closed is because the building owners decided that they would have a nightclub there, or that they would rather have condom -- condominiums there instead of nightclubs. i know it is in the giant like twitter who swallowed mezzanine hall. has a place of employment for its staff. it is experiencing, it is not happening. mezzanine's impending closure is happening amidst wealth and prosperity for the few at the expense of an enjoyable quality of life for the rest of us. san francisco nightlife is dying due to the same forces jacking up rent prices on our neighbors, nonprofits and ourselves. the perceived demand spurred by the influx of tech wealth and the interest to come along with it. this project will provide $76 million in community benefits for the soma neighborhood. and let me just say -- [applause] -- that one of the things i'm most excited about, is that it will be providing art support. as a former director of an arts organization, our arts and our culture are critical to the success of our communities. and it has to be at the center of all of these major projects that we produce. so i'm also excited that soma filipino heritage district is receiving the kind of support it needs, to not only be a cultural district in this community, but it will help to make sure that we provide the kinds of programs and things so that people are reminded of the rich history and culture of the filipino community and the soma community. so thank you so much for all of the resources, all of the support, all of the excitement. this community-driven project, that is going to really revitalize and change and shape this community and do so in a way that provides mixed-use, that provides new opportunities and that ensures success and safety for this community. thank yo

so as you recall, we have been taking central soma projects in phases in the order that they are ready to be reviewed. the project sponsor came to us and asked if we would consider approving that and if you would consider approving that project in one phase with a slightly smaller project. when we looked at that, we asked them to -- and part of the reason for that is because this building, the project is really designed as one building, it kind of looks like two, but in reality it is one building. that was coupled with a recent analysis that we started looking at the unused allocation of office space from past approvals and i have asked the zoning administrator to start looking at that. as it turns out, there are -- there could be as much as between four and 500,000 square feet of space that is largely the result of projects not building as much as they were approved to build. and a couple of those projects are quite -- they could be as much as 100 square feet each. they were billed smaller than they were approved for. when we looked at the request of 88 block some developers along wit

in central soma, we have -- i think we adopted it before we completed the central soma plan.we have the down zoning and up zoning, but we can't apply the design standards that we all agree on before we passed the law. does that make any sense? it doesn't make sense to me. i think that needs to be changed if it came as part of a package and as part of the up zoning and down zoning, let's allow it to be at. >> that is the standard we have been working on and we are still working on. >> i go around the state and the people say to me blah blah blah and they say what is your zoning capacity? and i say i don't know. we mentioned zoning capacity on not reducing it or allowing it to shift around, but is there a list of zoning capacity in this state by jurisdiction that the housing development corporation can come and say, cupertino, you have 60,000 available now. how will they deal with this? >> that list doesn't exist to my knowledge, but it does not rely on that kind of list existing. it is pretty easy to determine based on what zoning is now. if you want to do something like that,

many of the fatal crashes in the city have happened in the tenderloin and soma. a part of the city where we have the highest concentration of children. i also, a supervisor fewer noted today, these are crashes and fatalities that are happening all over our city. they were two individuals who were killed in her district this year, as well. just this last week, we had two separate fatal crashes in district six. last week, a 54-year-old michael evans was hit by a big rig at eddie and mason, and on sunday, a speeding car ran a red light and killed benjamin dean, and seriously injured his wife, kelly, who is still in the hospital. this is a tragedy, and to michael and dean and kelly, and the many other individuals who have lost their lives this year to traffic collisions, we recognize that our city has to do so much better. benjamin and kelly were actually married here at city hall and were here visiting this city, celebrating their wedding anniversary. this morning we had a rally on the streets of city hall, and i want to thank supervisors walton and ronen and brown
