kitchen appliances and new recreational program materials for the gene friend recreation center at soma unit to ordinance number 90-7. this ordinance was passed in april, 2017, and it amends the downtown support special use district to authorize a monetary contribution for future improvements to and maintenance of victoria park and other existing underutilized parks in district 6 as well as public recreation programs to occur in these parks. as we heard in the general manager's report, we are full speed into summer, and so as such, the recreation and park department staff and the friends of gene friend recreation center are eager to use these funds to make upgrades to the rec center's kitchen. new appliances and additional maintenance services from the recreation parks yard will help rec center staff and the friends serve the community this summer. especially the hundreds of children who rely on the free food program during the summer. this is a critical time since schools are closed. many children don't have access to the free and reduced lunch program. in addition to the appliances, we als

ab 73, the ordinance would require project seeking to participate in the central soma hsd to include at least 10% of units, affordable to lower income households. it would also require projects to pay skilled wages or used a skilled workforce depending on the size of the project. the ordinance also sets local eligibility requirements for projects, so these are rules that we are -- that we have developed. so projects over 160 feet in height are not eligible unless they are 100% affordable projects. any parcel containing an article 10 or 11 lifted building is not eligible, and finally, any project which proposed to demolish, convert or remove an existing dwelling unit would not be eligible to participate in our housing sustainability district. what does it actually mean to participate in the central soma hsd? qualifying projects would be able to seek entitlement pursuant to a new planning code section, section 343, which this ordinance would create. projects seeking entitlement under this new code section in meeting all the requirements of the hsd as well as the under lying zoning would receive ministerial

and again, this threshold goes down -- any project of 50 units or more on january 1, 2022. so we think central soma is a pretty good candidate for an hsd for several reasons. the plan area meets all of the size requirements of ab 73. as you all know, the area plan process involves several years of deliberation with the community and results in some clear zoning, height and design standards. the plan estimates that 33% of all new housing produced within the plan area will be permanently affordable, which exceeds ab 73's 20% requirement. and finally, the central soma eir -- plan eir has done extensive analysis of impacts of future growth under the proposed zoning and height changes, and has identified specific mitigation measures. so a local ordinance would meet -- would bring us into -- would meet all requirements of ab 73. it would define the central soma hsd geography as all parcels within the central soma s.u.d., which is that same boundary of the area plan, and then, it will add some local eligibility criteria so we can tailor the hsd to our local context. and finally, it'll specifically a desig
