some of these entities overlap, some of them own power plants. others are just contracting with power plants and they bring energy supplies to a retailer. and then project owners can be public utilities. so one thing that we're hearing is that utilities are -- some utilities are currently long in their renewable energy purchases, meaning they have excess. so they may be in the market selling some of their excess energy and that could be at a competitive price. the good news sort of -- this is probably the message i want you to take home or take with you is that we're receiving reports that renewable energy rfos are receiving ten times the bids than they are asking for in terms of energy volumes. so there is a lot of suppliers out there in the renewable space today. >> would we call that a buyers market? >> we would call that a buyers' market. yes, it's a favorable time to get into the market. >> which wasn't the case four years ago, when we are first doing our rfp for suppliers. >> that is right. i think it's a testament to california's program t

and some of that is that they are frontloading some the payments they got from the federal government under the aca and they will exhaust of those in the short run when we start getting into fiscal 2018. out years we see very large gaps starting to approach the size of the revenues they are projecting. so that would appear unsustainable. the debt service does increase perhaps not as rapidly as these are the things i'm going to in out years. there's increased in general fund debt servicecommand before they get to the general fund, a lot of the press reports that people don't take into account what the lookup increase in general fund, behind the that there's cofina, a sales tax financing corporation which takes one off the top before it gets to the general fund. they have a lot of debt. that goes up about three to 4% a year. and then although they have lowered operating deficits, they are still having ongoing operating deficits. they are projecting this year in the last disclosure statement about 190 million offering deficit for fiscal year 2015 even though the 2015 budget was balanced

what we've seen, some of our panelists might have some insights into this and some comments. there's more those who were saying they supported charter schools last year moving into the don't know category and unsure category. that alone, it's odd to report on don't know responses but that was an interesting finding. i'm not sure what to make of it. as i mentioned a couple minutes ago, when the state intervenes in a low-performing school the largest proportion saying a particular action would work would be supplying students with vouchers, scholarships, esas. 41% gave that response. public opinion on common core remains mixed. margins are positive. the intensity is in the other direction going negative. that's in stark contrast to the choice questions. large positive margins. also mild to moderate positive intensities. 4 out of 10 respondents said the amount of time spent on testing was too high and that's in the national sample. and that proportion is higher among school parents. 47% say that. almost 4 out of 5, 77%, give a fair or poor rating to the federal government when i
