ag secretary sonny perdue introduced a plan to reorganize the agency, including the national resource conservation service, the farm service agency and the risk management agency creating a new farm production and conservation mission which would be under the under secretary bill northey. streamlining these programs will help sharpen the agency's focus on domestic agricultural issues providing farmers and ranchers with a one-stop shop so usda can better meet their needs. last year as the senate ag committee discussions on this issue took shape, i wrote to the chairman and ranking member to combat economic food and national security concerns. a major outbreak of foot-and-mouth disease or f.m.d. would be financially devastating to our producers and this bill highlights an f.m.d. disease bank as a priority at the usda. the final thing i will mention is that it increases the gap for individuals seeking loans under the farm agency loan guarantee program. this program provides financial assistance to farmers and ranchers who want to expand and improve their operations. now under this progra

these concerns have been echoed by many including the secretary of agriculture himself, sonny perdue. the state has reduced the statutory volume gallon for gallon, essentially. so, it has become quite clear to me that this action does -- i can only imagine how harmful this would be to iowa farmers, illinois farmers, also to the folks who support the industry, the workers in the biofuels industry that we often don't think about, i would argue. so, i'm really happy to see all of you here today but i want to ask you in particular a couple of questions if that's all right. do you believe that the epa is misusing these hardship waivers? >> absolutely. we would agree with our secretary of agriculture, as he said that. there are a few very troubling things about what is taking place right now. one is that this is under the cover of night, so we don't know how many refiners are getting waivers and we don't know the justification. from the reports that we have seen, just for 2017, mr. pruitt has quadrupled the relatively historical number of waivers granted. and the impact of the behavior that

i've hosted ag secretary sonny perdue so he could hear from our ranchers and farmers so he could hear about their priorities. the bill provides many of these important provisions and supports the great work done by our farmers and ranchers in north dakota and across the country. i want to highlight a few of those measures. we worked hard to ensure that the bill maintains and strengthens crop insurance, which is the primary risk management tool for our producers. let me emphasize that again. crop insurance is the number-one risk-management tool used by our producers across the country. the farm bill also includes a provision based on a pilot program i put forward to improve the fairness of ag risk coverage program, a very important part of the counter cyclical safety net for our farmers and ranchers. we have a.r.c., at risk coverage program and price loss coverage program that comprise that safety net, that counter cyclical safety net for our farmers so that when prices are low they get help. when they're high, they don't. and that's the whole idea, is to help them through the tough st
