this week, earlier this week, secretary of agriculture sonny perdue said that the agency would rely on a little known budget provision to give states the money for snap assistance programs for the month of february. they're doing that, going out in january, on january 20th, to circumvent some of the expiration of federal appropriations rules to do that. so what happens after february, with this program? how much uncertainty is there for these recipients still at this point? >> again, they may have provisions to provide those benefits through february, but what that will also do is it will require them to recall folks who are furloughed, folks who will be required to work without pay, in order to administer the program. >> can you do that during the shutdown? how can you recall certain people, make them essential when they were not considered essential at the beginning of the shutdown? >> well, this, we have many hundreds of thousands of employees who are in that predicament now, and when you think about the agriculture bill, for example, there are folks who won't be able, we won't be a
