a state of emergency was declared for napa, solano and sonoma counties.nes across the north bay. it was the largest earthquake in the bay area since the 1989 earthquake. total economic loss estimated at around $400 million. now there's a program available for state residents to make sure their homes are protected against an earthquake. california's earthquake insurance company says brace and bolt will help make sure that homes are safe. and they were designed before seismic codes were adopted. and so these houses can slide or topple off of the foundation. but the great news, we have a retrofit solution and it's a pretty affordable retrofit solution, particularly with our grant program, where we provide some assistance. the brace and bolt program has helped retrofit more than 20,000 homes. base grants start at $3,000. they can be as high as 10,000 for households that qualify. major levee repairs are ramping up along the pajaro river after this year's major flooding there. the us army corps of engineers and contractors recently started phase one of the repa

ktvu is tom baker is at the cal fire sonoma air attack base. but we begin with our chief meteorologist bill martin. and bill, people around the bay area reported smelling a lot of smoke today. yeah, it was really bad today. if you looked at any of the air quality gray graphics, it was it was moderate to bad air quality throughout the bay area and it was worse this morning because when it's cold, the inversion, everything settles down. so the smoke went right down to the ground. it's going to stick around tonight. but by tomorrow, those winds will kick up. first thing we start with is the red flag warning. this is the zone. but i'll tell you what, the strongest winds were up in here. the really dangerous winds, the red flag warning did extend to sonoma and napa. those winds, they were definitely blowing 25 to 35 miles an hour. but the winds have basically peaked and the red flag warning gets dropped, say, at about 8:00 tonight. so that's should be the end of it, even though it's something you want to keep your eye on. still dry, still high heat

a small plane crash-landed in a vineyard in sonoma county this weekend. >> it's incredible. the pilot not hurt. it was just before 3.30, saturday afternoon, right near the windsor golf course that that pilot radioed to the santa rosa airport tower that is engine that failed. there was no way he was going make it back to the airport. so it was going down and he picked this vineyard to crash land. the plane. remarkably, as i said, he walked away without a scratch. and then they had to bring in a helicopter to rescue that plane. you can see it here being hoisted above by that helicopter eventually taken. >> to the airport facility nearby to be assessed for how much damage was done repairs, all of that and of course, the investigation into why the engine failed in the first place. >> 9.37 and a lot of students in the bay area are already back to school. probably, you know, in your neighborhood school. but if you didn't know if there's a nationwide trend called micro schooling as well as news nation. stephanie haines takes a look at what that is. >> more and more families are tur
