special meaning to the court to the american society in general and to me personally because sonia sotoyor on the south runs that i represent, the area that i grew up in and her parents that were born in the same island of puerto rico that i was born in. so of course it was a special time to see her become part of the very honorable court. this morning we gather to hear about the fiscal year 2011 budget request in court. we have the distinct honor of being joined by two distinguished justices of the supreme court regarding the appropriations request for the upcoming fiscal year. as we do so at a time of the court longest-serving member, justice john paul stevens has recently announced that he will retire as the core finishes the work for the summer. i know that i speak for every member of this committee when i ask the justices here today to pass along the subcommittee's appreciation and thanks to justice stephens for his decades of service to our country. these annual hearings are aware an important opportunity for two branches of to interact. congress, of course, have a constitutional
