who wants to deal with south america? >> i do think that our relationship with south america has always been complicated, if i may say so. if we are damned if we do, we're damned if we don't. we don't pay enough attention, they say we are not paying enough attention. if we do, they're out than we are interfering. i do think that our future -- what happens, the most revolutionary thing i did as secretary of state was to move canada into the western hemisphere. it actually was in europe. but since this is in the western hemisphere, technically, the bottom line was, in order to increase the number of democracies. i do think there is a huge partnership here that we can and should have with latin america and any number of ways. in terms of values and how they could be part of the partnership act. brazil is clearly a major player, but so are other countries. we have more complicated and interesting relationships with mexico than any other country in the world. i do think there are many, many opportunities here to do more things
