and then the potential for historic flooding. i have to say, to this point, i think the people of south carolina and north carolina and even in georgiale fortunate. this storm sucked in a lot of dry air and has not produced the epic historic rainfall amounts like we had with florence. so that's good. no one is complaining. we some areas with neighborhoods that have gotten flooded. lower levels of homes have water. this has not been horrific. now most of the rain is off shore. this will change later tonight. we had a little break this morning, no flash flood warnings in the area, we have bands of heavier rain in spots. the center of the storm is so weak that the highest winds and heaviest rains are far from the center. we show you the landfall north of charleston, that means nothing because the strongest winds are almost like 100 miles away from the center. the winds will be stronger up here in north carolina. we show you where the center is going to go. in this case, it doesn't matter when a storm is this weak. the center matters when you're dealing with a major hurricane in the eye, which this does not have. then this storm will acc

south carolina later tonight. this morning the center of debby is slowly spinning off the coast of south carolina. barely moving this churn will drop another 6-10 inches of rain in parts of north carolina and south carolina. overnight in charleston, they were under a curfew. >> the purpose of this curfew is to keep people off the roads and prioritize the safety of our residents and our first responders. >> reporter: just outside charleston, more than 17 inches of rain. watch as this tornado in nearby monks corner throws cars into the air. businesses shredded in its path. debby is blamed for at least six deaths, including two children. in live oaks, florida, roads washed out, collapsing below this pickup. as a hurricane, debby caused widespread damage along florida's gulf coast. the state's largest insurer already requesting another 13% increase in insurance rates. debby also knocked out power to hundreds of thousands. debby looking a little anemic if you look at the radar and you say, wait, that's going to cause more flooding? watch what happens. as it approaches again tonight into early tomorrow morning, the flood watches now extend all the way up to richmond, virginia. there's a reason.

thunderstorms in eastern north carolina, but it's the heavy rain that's going to be the biggest problem over the next two days. we are going to watch torrential rain through south carolina andp through the piedmont of north carolina. up to ten inches of rain is possible by tomorrow night, and then the storm races, by the time we get to friday, through pennsylvania and portions of new york state, and the areas in the mountains ands and adirondacks and right through the appalachians could add ron adirondacks, right through the appalachians could have some significant flooding problems, but tomorrow all eyes will be on our high-risk area for flash flooding. we're going to be focusing on areas from just outside of wilmington around fayetteville back up through greensboro, and then as we go through tomorrow afternoon and evening, that heavy rain makes its way up into the mountains of virginia, a very rare high risk for the roanoke area, and, lester, tropical storms and dealing with high risk and flash flooding in mountains is a disastrous combination. >> all right, bill karins, thank you. >>> now to the race for the white house with vice president harris and her new running mate
