i'm a south beach resident. i just wanted to quickly help you make a quick diagnosed by offering up the quick and dirty pros and cons by locating the navigation center on this particular site on the embarcadero. as far as i can tell, the only real pro is that seawall lot 330 is large, with reasonable access to utilities and is quickly accessible by the city at an illusory reasonable price because soet's owned by related party to port, which is controlled by mayoral appointees, which is willing to lease lot 330 at a highly subsidized rate. now you've heard all the concerns on the con side. i'm not going to repeat them, but i think they fall into three major areas. one, it's not about economically challenged people who have fallen on hard times. if you heard, the delancey foundation is around the corner and has been a great neighbor for all of us, and we've embraced that neighbor. but it's about a high percentage of the people are going to be substance abusers, mental health problems, and criminal individuals. sec

the homelessness problem in this city that's growing continues to grow not just in south beach, not just in san francisco, but across the nation. we all know that this -- this -- these centers are not going to solve the problem of homelessness. that's a wider issue that this country has not been able to or refuses to address. we do know that this will relieve a lot of suffering in this city. we do know that if you delay, we can talk about how to make the center nicer, but meantime, that delay leaves people sleeping on the sidewalks. i go around them every night when i walk down to the south of market area. we can talk about property values and what your responsibility is to increase the property values or we can talk about human beings. that's what we're dealing with. when i walked through the city four or five years on alameda street between potrero and bryant, i had to walk in the streets because the encampments were either side of me. i literally could not put my foot on the sidewalk because encampments are still there. the navigation centers are doing what they're supposed to do. the

[laughter]. >> yeah, it was interesting. >> owned both land and water. >> i mean, again, i'm not super familiar with how that is impacted and has impacted our budget, but we have taken over south beach harbor, for example, and obviously there are certain revenues associated with that facility, you know, the marina, the births, it generates revenue , but there is also significant costs. i think the park next to the facility here that we are talking about was really redevelopment area property, and it has been put back onto the port's books. obviously there is no real revenue associated with that, there are costs, and a couple of other areas, but, yes, we have expanded our portfolio to reclaim those areas that i think were poor jurisdiction, we had agreements with the redevelopment agency. >> okay. the port has an incredible portfolio. can you talk a little bit more about the observation deck?

it can be the south beach shuttle and backout for the other lines. that's my idea. didn't want to propose something to you that has had no idea. i think it's time that we recognize that the pocket design is a flaw design and we need to redesign the system and we have a window on the horizon with the advent of the central subway where we can do exactly that. i would ask that you all look at that. i have talked about this before. i frankly waited to be a little bit more insist ant until i saw whether management efforts on the pocket could fix it. it's a system's law and i would appreciate it if staff would think a way to design around that and use the central subway to fix it. the notion that one major service change that high model envisioned, is the end would no longer run to the caltrans station. someone who wanted to get to sunset to caltrans would have to do a mode shift which would get off at is what is currently the out bound platform and walk across to the inbound platform and board the shuttle that i have described. i can't think of any other major customer i

i have joined a dozen community forums across south beach and rincon hill, held dozens of additional-on-one meeting and done a lot of listens. i've listened to the hundreds of comments, read every e-mail and letter delivered to my office, and reiterated community feedback to the mayor's office and department of homelessness. the changes that were announced last week by the department, including the lease metrics and process and strengthening the safety plan are important steps to ensure that the navigation center works for the people being off the reco being served in the neighborhood. some additional changes are still being worked out, including creating an advisory committing and codifying the commitments made throughout the community process to be part of the good neighbor policy. these have not yet been included in the packet under consideration. i have continued to request a little more time to fully flush out those additional pieces of the proposal to allow more time for feedback, and i have expressed that to the port, to the commission, and the mayor's office. i believe that t

this one washed up near shelter cove just south of pacifica state beach. the whale is resting on a rocky area which makes it hard for scientists to inspect and it determine the cause ofdeath. this is the tenth whale that has turned up dead. most have been gray whales that have likely died of starvation. last week a gray whale washed up in ocean beach in san francisco. this one died from a ship strike. the spike in deaths is being attributed to a combination of factors. they are hungry which means they are lingering longer and cnvenient, you into dangerous areas for food. >> it is looking like a rainy rest of the week. >> we are seeing some light showers ahead. take a look at live doppler 7. all the green is moisture in the clouds. some of it is hitting the ground. and that is around the ukia area. it is a level two coming in tomorrow. and it has basically a week to moderate strength atmosphere linked in with it. it is going to bring in some moisture that will result in rainfall totals that are pretty hefty for this time of year. this level two storm exclus

the whale was spotted at 10 this morning just south of linda mar beach. it appears to be a gray whale but sciences from the marine mammal center say they have not been able to examine it. they say the area is too dangerous to access on foot. this is the 10th dead whale found on a bay area beach in the past 10 weeks. experts say the whales are on their annual migration or to alaska, most malnourished or hit by ships.>>> teachers say they are ready to walk off the job as of next week. teachers from the new haven unified school district were purple today in a display of solidarity in their ongoing contract dispute. the teachers say they began taking personal items out of their classrooms in preparation for a possible strike as of next monday. at this point the two sides appear to be far apart, teachers are asking for better pay and smaller class sizes.>> we have shown our commitment to the district and our kids. it's time for the district to show their commitment to us and the community. >> the district is willing to stretch but if the teachers are not willi

>well right now, i'm standing just about pedro point here in pacific of this just to the south of linda mar beach, where either late monday evening or early tuesday morning. a whale washed ashore on the rocks right down there below me this point we don't know what kind of whale this is there was a marine biologist standing next to me was looking with binoculars. he said he believed it was a gray whale, but we have not gotten any sort of official determination yet. we also don't know how this whale died the marine mammal center says they plan to investigate the death, oftentimes they will do crop see on a whale carcass but this whale has washed ashore in a very inaccessible place out on the rocks. there was someone out examining the whale on tuesday afternoon possibly trying to determine how they might move forward. it's not unusual to have a whale washed ashore this time of year as they migrate north from southern california to alaska. but it is unusual to see this many dead whales and once it's even more unusual that they have all been gray whale so far the previous wells we're all determined to
