i am a longtime san franciscan who happens to be a partner at south beach harbor. the rates for berths will make south beach harbor one of the most expensive marinas in the san francisco bay area. i understand you are considering charging for extras if they wish to park in the south beach harbor when they visit the marina. whatever your reasons may be for such sharp and drastic increases in fees, the result would be to force many middle income san franciscan boaters to sell their boats or try to find a berth in the east bay or the peninsula. as you know, it converted a blighted area into a desirable place to live and work. it was intended from the beginning to be a community facility, and i would imagine it was primarily for the city's residents. it has been a tremendous success. the dramatic fee hike you are considering now is evidence of that success. unfortunately, the higher fees may compel many to leave the marina we built. this is not right. another example of what i consider unfair to san franciscans is the first-come, first-served assignment of berths. a san

i have the votes at south t beach harbor. -- i have a boat and south beach harbor. i do hear there is some concern that this is a harbor in san francisco. it is owned by all the people of california. we should not even considered that as an issue. as far as residency. early on, when it was apparent that the port was going to inherent this, i talk to jim morale is, who was the counsel for the redevelopment agency in an attempt to get the current mailing list so that the tenants could be notified that things are happening. jim was going to do that and then it became part of the city and therefore have different rules for getting information. made a public records request, tried to talk to jim walter into speaking me a list. that did not work. it is so important that we have come up 500 + tenants. some people have fleets and so forth. the people do not know what is going on. it is going to fall back on the port. it is not going to fall back on any but -- anyone but the port. this does have to go to the board of supervisors eventually. i really cannot plead with you enou

department, by the board of supervisors,the east harbor is still at rates very comparable to south beach harbor. they are at $8.75 a foot at my boat and i'm paying $8.70 and that was not included in the vary, that the difference in those two harbor as far as i know. san francisco marina gets two parking passes and we get one and have to pay $600 a year for the second pass. i recognize they are hunting licenses, just like a residential parking permit is a residential license like in my neighborhood. i think the port ought to think about giving us a discount on rates if we're only going to get one parking space, especially given the fact our harbor is 25-years-old and probably the east harbor is 30 years old. so we're comparable in age i would suspect. the port staff in some cases seems to treat the report as gospel and not taking into account other studies down by other agencies. have i run out of time? for my lot, they want us to walk out to our boat, and back to the boat for a parking permit. that is a half a mile walk for me. at the end of the pier. i'm okay now with walking that distance, bu
