south beach harbor. the rates for berths will make south beach harbor one of the most expensive marinas in the san francisco bay area. i understand you are considering charging for extras if they wish to park in the south beach harbor when they visit the marina. whatever your reasons may be for such sharp and drastic increases in fees, the result would be to force many middle income san franciscan boaters to sell their boats or try to find a berth in the east bay or the peninsula. as you know, it converted a blighted area into a desirable place to live and work. it was intended from the beginning to be a community facility, and i would imagine it was primarily for the city's residents. it has been a tremendous success. the dramatic fee hike you are considering now is evidence of that success. unfortunately, the higher fees may compel many to leave the marina we built. this is not right. another example of what i consider unfair to san franciscans is the first-come, first-served assignment of berths. a san franciscan it may have to -- a sentences and may have to wait years. i understand only 50% of berth hol

unlike most marinas, south beach marina does not have individual marinas for each slit.you pay what you use. -- for each slip. you pay what you use. one way to listen to more creative minds than ours is to go to the boat users of the harbor. we recommend prioritizing implementation of meters into the harbor, at which time, the rates would be reduced by 54 cents per month to offset collection charges. and last, certainly not least, parking. to the boat owners and to the slip owners' credit, not that parking was there before the marina was ever even thought of. it is highly stressed

south beach marina -- there are 670 holders. there is approximately 406 hundred minor partners. we're talking about a community of 10001100 people at that are not represented -- 1100 people that are not represented by the advocates of south beach harbor, which is an organization that represents 150 people. proper notice has not been given to the community at large. i am asking what everybody else is asking. the 1000 people affected by the decision by the commissioners and the port be noticed of what is going on. i further prayed the commission will entertain an amended parking plan were all partners are treated as equal financial players and not as cash cows, the 500 people that are not represented in this proceeding that somehow they get proper notice of what is going on and that the transference of the parking permit among the owners of the boats be addresseduÑó%!. i read your e-mail and it did not clarify who exactly could use the permit. >> thank you. >> i have one more thing. >> your time is up, i am sorry. we have heard from businesses all over the city, and the south of market area, the castro, mission, north beach, in the marina. in many cases, these businesses have been in operation for years not knowing that this requirement could have been flat to them when they originally got the shops. there is a letter talking about being charged with a misdemeanor. we met with the chief of police and others in the department several times. before i introduce the legislation, i sent a letter to the chief asking if he had any concerns. he indicated that it was fine to proceed. with that, colleagues, i want to ask that the committee support the legislation, and i also just want to know that in talking to the police department, there has been in discussion about very specific kinds of theft that can result in something making its way to a second-hand store. i want to stress that there are other sections the cover these concerns. for example, metal theft is this again concern right now, but any business that deals with recycled metal as to receive a junk permit. this does not affect that. there is a pawn shop section. any c
