even though south bend votes democratic, he had to have gotten some voters who voted for him and also for mike pence. his argument is that he knows how to talk to those people, i was talking to david axelrod who is a friend of buttigieg's and of course was a close adviser and staffer for barack obama, and he said one of the things that buttigieg and barack obama have in common is something that he also has in common with carter and with bill clinton is that he's very good about talking about faith. that's something that not -- that the right has really had a monopoly on and that might make a big difference with getting some voters who maybe voted for donald trump, maybe sat out 2016 this time around. >> and yet he is very different than barack obama in the sense of his ability to maybe attract diversity or have diversity within his circle. he has said he recognizes that he's very intent on fixing t wants to invite more people in. how problematic is this for him? can the south bend mayor win over african-american voters who make up a key if not the key voting block in the democratic pa

drew driven has more. >> reporter: shortly after pete buttigieg became mayor of south bend, indiana,e still tried to explain seven years later. >> what are the secret tapes regarding the demotions of south bend's black police chief? >> the answer is i don't know. >> reporter: the secret tapes are phone conversation between four white officers including a top detective recorded by an internal police department system. the officers made derogatory racial slushs including comments -- slurs including comments about the first black police chief. that's according to one of the only people who heard the recordings. once the chief heard about the conversation in 2011 he asked that the recordings continue. buttigieg asked him to resign for causing a time of uproar at a time across the country. >> the trayvon martin happened in february, the next happens in the next year, 2012, our nation is infuriated, the people in the city are infeweriated. it -- infuriated. it raised questions and created mistrust behind different things happening at the same time. >> reporter: buttigieg demoted and fired

i wasn't sure when i came out back home in south bend how south bend was respond.nity lifted me up as a brother and as a son. i believe this is a country where anything is possible. and where, at the end of the day, the next president is going to be chosen based on where he or she can lead our country. >> the lunch was at silvia's. in february, the reverend sat down with kamala harris. he joins me now. your initial impressions of pete buttigieg upclose and personal? >> i thought he was authentic. he seemed firm in who he was and what he represented. i challenged him on some issues of concern like firing a black police chief when he was mayor of south bend. he was forthcoming, that the tapes come out with the question of why this person terminated the police chief. i asked him about the removal of black homeowners. he said they were abandoned homes. so he was open and forthright. we talked about homophobia in the bible belt and the black community. he said i'm ready to deal with that. i decided to be who i was. i thought he was well received. i thought what was inte

our river cities from iowa to south bend have suffered under increased severity. in my city we had to fire the emergency operations center twice in less than two years for floods that should have been more rare than once-in-a-lifetime. yearirst one up was a 1000 flood, the second one was a 500 year flood. either the laws of mathematics are changing or the climate is changing around us. we know this. lives are on the line. so, why not talk about it as the security issue that it is? [applause] mayor buttigieg: now i want to talk about democracy. all the other issues that we care about, climate, public education, health care, you name it will be very hard to address until we have a democracy that is working better for us. that means we have to be willing to talk about the destruction -- talk about the structure, and reform. i don't think we are the kind of democracy that we aspire to be if districts are drawn to where politicians are choosing their voters instead of the other way around. that's not my idea of democracy.
