capitol. drive deandra joins us live at the scene with what we've learned also new overnight... police investigate a hit and run on milwaukee's south side... that seriously injured a last night. when he approached the intersection of mitchell and muskego avenue-- he tried to go around cars stopped at red light. it was then that a the rider was hit by a silver s-u-v. police say the driver of the s-u-v stopped briefly... but then sped off. anyone with information should call police. there's been a long debate over the estabrook dam. now-- a group of city and county leaders have decided to take action on their own. milwaukee mayor tom barrett, county executive chris abele and the milwaukee have come up with a plan to remove the structure first the city has to rezone the dam-- then it will be sold to m-m-s-d for a dollar-- and then they could tear it down. the trio behind the plan argues this is the most cost-effective and environmentally friendly option. opponents say the dam keeps property values high. but there's also concern because this plan circumvents the county board entirely. board chairman theo lipscomb is not happy. he says:
