. >> according to south carolina law, it's perfectly legal. it's the middle light on the window the brake light, that was out. is it common seth to pull people over for this? >> yes. minor traffic violations are a very common reason for officers to pull people over. the most benign reason is to warn them there's some re mechanical failure in their car they need to fix. stopping a vehicle because you suspect criminal activity by the occupants even if you don't have reasonable suspicion or probable cause to stop them on those ground, you can stop a car for any violation even if that's not primary motivation. stops like this are very common. >> this is the dash cam video. we played it from someone who happened to in the area. you see the officer ultimately shooting and killing scott, hitting him in the back and ear. initially, as there always is a police report. my question to you is, and there's been outrage over this there are accounts from the police report that do not watch up once you see the video. what do you make of that? >> nothing good.

[ gunfire ] well, the officer there fired eight shots of that fellow, five of which hit him. he then radioed in the following. >> shots fired, subject is down. he grabbed my taser. >> well, according to the video, slager then walked over and handcuffed scott. we'll

the police chief in north charleston, south carolina. it was his officer that's been charged with murder. let me go straight to you van. you just heard the police chief say in his heart of hearts he wants to believe and hope this isn't about race but not ruling it out. it is about race. when you hear it's about a broken taillight and a guy shot from behind eight times. three in the buck one in the upper buttocks and one in the ear. what do you think? >> first of all, all condolences go to the family. what i would say is wh we justat we just saw is a cold-blooded murder. we saw a blatant attempt to cover it up and it's not the first time. african-american communities have been saying for years, for decades there are two standards of justice and you can wind up we have to tell our children you can wind up dead over a minor traffic stop. had it not been for the video, we would be in situation where the police report said this was a violent black man threatening my life and as they always say, i feared for my life. that's the legal standard

dot, i know you're in south carolina. what's been the response in the community in the hours since this video first surfaced? >> first, it's been real sadness. it's been shock, and it's awfully -- almost disbelief. the community is pretty upset about this and rightly so. i do want to pause sympathy for the family and the brown family and the scott family now. this community is now torn apart because of what we have been alleging all along in police behavior that without evidence such as a video, it goes unchecked. >> beyond the heinous act of killing an unarmed man, there are several thoughts. the placement of the object next to the victim -- if we can roll the tape so everyone can see what we're talking about. the police officer walks over and drops something next to the victim's body. when you see that what is your assessment? >> you have to see that in context of the original story that this cop gave. the cop, in order to justify the shooting, said there was a close encounter with mr. scott. they were wrestling over a

the agency that's handling that is the south carolina law enforcement division. i spoke to the spokesperson just a short while ago about those dash cam videos. here's the problem. there are multiple dash cam videos from these officers that responded to the shooting. so that is what they're looking at at this point. there are two in question, obviously, that from officer slager and the second officer that showed up following the shooting. in all likelihood, they'll probably release those two dash cam videos first. but in terms of what we will actually see on those dash cam videos might be somewhat disappointing. according to the spokesperson, tom berry, who has not personal lie seen the videos yet, but does have knowledge of what is on them, he basically says officer slager's dash cam video first of all does not show the shooting. it only shows in all likelihood the initial moments following the traffic stop. it may not even show the struggle between scott and slager. according to berry, that happened some distance away and out of camera shot, if you will. from th
