it's a long way from where i grew up in orangeburg, south carolina. my mom had me as a teenager and we lived with my grandparents. neither of my grandparents made it to high school. my grandmother picked cotton. most of my childhood was spent just trying to get by. i remember having to do my homework in the dark because our power was turned off or we had to pour water on our cereal because we cannot afford milk. there were days we scrambled through the house looking through couch cushions just to find enough coins to put gas in my grandfather's truck so he could get to work. everyone in my house worked hard. it was a lot of stress and uncertainty. we always had hope. that one of the greatest things about this country. it's hope. hope that better days are ahead. hope is the bedrock of america. you can't pursue a more perfect union without hope. the thing is that the average american isn't tracking every vote on the floor of the house of representatives or digging into each parties campaign platform. the average american is looking for opportunities. it

the problem is that south carolina was watching this whole thing develop, and south carolina decided it's time to act against the federal tariff. so that summer they cooked up the nullification ordinance, which some of you may remember. south carolina believed that the federal government did not have the power to pass a protective tariff, which was hurting imports coming into south carolina, which produced nothing indigo and rice. they needed stuff like clothing and, you know. so, they were opposed to a high protective tariff. nullification ordinance said, since we can't push our new tariff or repeal this tariff in congress, we don't have the votes, let's adopt this view -- the constitution is a compact among the states. we're a state. we're a party. we get to interpret it, as anybody else does. and so, we don't want to impose our interpretation on anybody else. we're kindly folk. but if we believe that your federal interpretation is wrong, then we have the right as a party to the deal to nullify the impact of a federal statute passed pursuant to your understanding, which means you c

senator tim scott, a republican from south carolina, will be giving the republican rebuttal. it's a huge deal. when you have the opposing party give the rebuttal speech, it indicates the person giving it is someone that a party really does see as the future of the party, an emerging leader. you have to note he is the only black republican in the senate. i think that is key right now with a lot of the issues we are seeing across the country. he is spearheading the republican side of police reform talks. he has taken on a lot of what we've seen regarding on racial unrest in the party. he will also discuss the vaccine. he will credit the credit administration -- the trump administration and credit operation warp speed. he will also talk about how some of the past packages passed under the trump administration helped set up america and the economy to do better. conflicting of course with what the biden administration is going to say. >> and of course, tim scott has a major role in the republican convention -- had a major role in the republican convention this past summer. you hav
