thousands of american filipino troops have begun annual military exercises near disputed south china sea waters tension between the philippines and china has been escalating there for the past two weeks demonstrators gathered outside the u.s. embassy in manila in protest at war games taking university deputy principal junction saying says the u.s. only has its own moves in mind and reaches there are many filipino students and doctors concerned and there were games represent us playing a big brother role in philippine politics and you know there are many times where concern is becoming more so over. the national interest to u.s. interests so i think that these protests are a sign of a lot of discomfort with the traditional. over reliance upon the u.s. military muscle ever consider going back and forth over the pacific. and this is strictly a treaty so i think a lot of it is in their shock from the fact that for a long time america has been writing and pacific and now it's not used to the ideals deferring to other powers but i think it for the future of world peace i think the future of am

bullwark for continuing prosperity and to deal with disputes like the territorial disputes in the south china sea. because after all, the asia pacific region which stretches from the indian ocean all the way to the shores of the americas, is a key driver of global politics and economics and so we are engaging in a whole hearted way. we are working on new trade agreements, educational exchanges, updated military force posture. we are looking to bring leaders together from across the asia pacific. and just recently last september, in san francisco, we had a gathering for part of the preparation for the asia pacific economic community meeting in hawaii. we talked about something which i have talked about for a long time, but is really getting traction now and that is improving women's access to capital in markets, building women's capacities and skills, supporting women leaders, it's important not just because christine and jane and i are women with,ing but we know the more women participate in economies, the more successful those economies will be. so, we're working all the time -- [ applause ] we

i know you recently gave a speech talking about the south china sea and activities there. could you just talk in a broad, general way about what this actually means for the united states to put more of an emphasis in the pacific? are we talking about containment of china? of china? i mean, how does china relate to this whole thing? and what roles are we trying to fulfill? >> well, i think, senator, we have always considered ourselves so blessed by geography we were an atlantic and pacific power. and that unique position has granted the united states significant strategic advantages that have been accompanied by economic benefits and so much else. but because of our heavy emphasis starting on 9/11 in going after those who attacked us also, you know, the war in iraq, the broader emphasis on the middle east, there were many in asia who thought that we were either by intention or by default abandoning our leadership role in the pacific. and it was our intent to reestablish that leadership role, which we have done. we have initiated new strategic dialogues in the region, we all
