vietnam's growing pains -- how urban development takes its toll on hanoi's old city and science fiction in south korea -- we take a look around songdo, the model city of this century around a quarter of the world's people live without access to electricity. often governments and providers refuse to invest in a grid to cover remote regins like the peruvian andes. a problem with knock-on effects, because no electricity means no opportunities for the younger generation. so many leave their villages. in the province of cajamarca aid agencies are now trying to combine progress with higher environmental standards. instead of simply providing diesel generators, they help the locals find renewable sources of energy. here's our report in co- operation with the international climate initiative. high up in the andes mountains, one of the oldest known weaving techniques is still being practiced. using simple tools, the women here ply and weave the yarn they've dyed themselves. there are no mechanical looms here in the cajamarca region. most villages here don't even have electricity. but that is changing, li

or might be a lousy building in south city somewhere. this is a tricky issue. we thought what we had would be valued. it turned out that we were right and it turned out we were wrong. we were right in the sense that a lot of u.c.f. demand came -- we had many venture firms support us and say this is a great idea, because people have hit the ground running at a time when they're normally very inefficient. we can avoid the capital outlays that go with small facilities. so we had those things. what we didn't get right was that demand was much greater. so it's turned out that it'sage about 40%, 35% of the total demand spectrum. and for me, one of the big surprises has been the really wide variety of spaces people want, which has made it much easier for us in that we are a growing company and we have to allocate space, and especially labs, very carefully. but we've been able to fit people in in a way that might surprise you in terms of the leaseholds, the terms of agreement, the kinds of resources they're using out of our facilities, and so on. so it's been very flex

terry mcsweeney is live at the dairy market in south city. >> reporter: the owner of this market has been arrested as has a woman all for their role in providing alcohol to a teenager who died in a drunk driving crash. a story with more than a few twists. take a look at the two suspects in this case. you are going to see -- the state alcohol beverage control says chin helped buy the alcohol for her daughter's friend the 17-year-old on february 4th, of last year. 3:00 the next morning the 17-year-old is killed in a drunk driving crash 101 near san francisco, she was not driving the vehicle. state investigators have seen the video of the transaction and they say what it shows is clear. >> the minor tried to purchase the alcohol with a debit card. the transaction did not go through. so the minor left and went to get cash. came back in, purchased the alcohol. they left the store with the alcohol in miss chin's hands, miss chin furnished the alcohol outside the store. >> reporter: the tone for the store owner says -- the attorney says it shows chin buying the alcohol not the teenager and

we are going to give the city council of the city of south san francisco an update tomorrow evening. on the overall progress and trends for the program with construction activities picking up in the next few months, will soon reach the peak of construction. in general, i am really pleased with our progress. there are two projects in the region with cost trends indicating potential needs for additional funding. those will be the water treatment plant projects. unforeseen side conditions at of project sites, as well as scope changes at the treatment plants are the main reasons for these additional costs. i will keep you updated on the costs of these projects in upcoming reports. we have some very good news to report. since i last presented to you in september, we have reached substantial completion on the construction of two projects. we are also on track to reach final completion on the eastern bay division pipeline in february. the reason why this is important to note is that this is the last local project to transition into risk -- construction. in my last update i mention significa
