small communities in minnesota, south dakota and wisconsin remain ghost towns after flood waters up to six feet high inundated homes and washed over roads. governor tim pawlenty got his first look sunday at water-logged southeastern minnesota. this all the results of several days of heavy rain across the upper midwest last week, as much as ten inches fell in some places. residents in this tiny minnesota town who were evacuated after their town went under were finally allowed back, but only for a visit. some found there wasn't much left to salvage. the story is much the same in south dakota not far from sioux fall, which saw its worst flooding in nearly 20 years. here folks are used to the river rising after heavy rains but not like this. >> what went through my head is, boy, i better get all my stuff. >> reporter: in west wisconsin, too, sunday was day of rummaging through water-logged homes and belongings. troy bilan lives in the hard-hit town of arcadia. >> i got a phone call from a few phones letting me know flooding was occurring in arcadia. i got up and my house was already full.

district court for the state of south dakota. judge bogue served in that position until his passing just last year. he was trying cases and working hard all the way up to his 90th birthday. when judge bogue was confirmed, there were no federal courthouses in rapid city. as the first judge to be based in the western part of south dakota, he served his first year in deadwood. he moved his courtroom to rapid city and worked the next few years in the first federal savings and loan building. judge bogue was present at the very beginning when the general services administration began planning the federal building and courthouse that we are renaming after him today. and he participated in that planning. put simply, judge bogue is a major reason the rapid city courthouse exists as it does today. judge bogue was an impressive figure on the bench and lawyers who practiced before him knew him as someone who listened and was committed to justice. because of his role and his contributions to the administration of justice throughout his career

barney horner, who is the great grandson of chief john grass from standing rock reservation in south dakota. one of the songs he gave me before he passed on, on indigenous people's day in 1995, was a song that he called the blue horse special. the blue horse special is the song that i have been fortunate enough to be able to play in a lot of different performance contexts. it's a song that was made by a man named matthew too bold, a very well respected elder whose wife, ellie, just recently passed on. both of them were very well respected for their singing skills. when i thought about doing an arrangement for today, the blue horse special came to mind. i thought i wonder if i can bring a cedar flute into an air, i thought, i wonder if i can take a pala song and turn it into a reel. what i will do is sing you the original pala song, so you can hear that, then we will go into an arrangement that also includes a little something at the end for my grandparents.
