the rule faced substantial opposition in south dakota. we joined a lawsuit with 12 other states to block the rule. was quoted asal saying, the epa as -- is overstepping its authority and seizing rights reserved to the states. under the clean water act, epa has proposed new water standards , nutrients, and dental offices. these more stringent standards are going to cause additional wastewater treatment, which will drive wastewater treatment costs up. under the resource conservation recovery act, epa finalized regulations for coal ash. l fired powera but isurns only dry ash subject to the existing waste permit. clean air act, the power plant was listed as a large source and needed to demonstrate compliance with sulfur dioxide standards. thenever took into account new air pollution controls installed at a cost of $384 million. these newo doubt controls will reduce sulfur dioxide emissions below the threshold established. another clean air dispute involves ozone. south dakota is one of 10 states complying with standards against recommendation

we pride ourselves in south dakota with clean air. if there's a forest fire in california or other areas, we suffer from the smoke from that. what we understand when you want clean air, we want it, too. we think we do a good job in the state. secretary, you have spent decades administering environmental regulations on the state and federal level. can you discuss in your experiences, the differences you've seen in terms of the quality and benefits of regulations that have resulted from a process and incorporates more state input compared to the regulations that have been recently promulgated by the epa? >> senator rounds? based on my experience if you go back and epa rolled out an issue and if everybody came to the table and agreed this is a problem, and agreed this is some options that are viable, things get done. it works. if you don't have that process in place and the federal government epa in this case, is identifying the problem, along with the option, or a couple options, none of which work for you, then we're left with the laws

south dakota currently has the lowest teacher pay in the nation. a siouxland school had a scare after they received a bomb threat. ktiv's tommie clark traveled to everly, iowa today for the story. << shortly after studens got to school tuesday morning, someone noticed something wasn't right. "i got a call from my high school principal just saying that a student had come to him and reported finding something written on a stall in a restroom," said clay central-everly community schools superintendent, dennis mcclain. that message ended up being a bomb threat. so, school staff called law enforcement officials. "students were evacuated from this school building right behind me. they were then sent to an off-site location right down the street." students were taken to a community center while several departments including the clay county state patrol, an algona bomb dog, and more @ornered off the area and did a search. "wdivided up into three teams and then we rendered the school safe basically, making a full search of the school not only the inside of
