our people that live in south dakota, that is south dakota story.our state has the best state motto in the nation under god. the people rule. but that could as well be a national motto as well. in america, we are not we will not be ruled by a class of so-called elite experts. we the people are the. but in a lot of ways, it's a story that is just getting started. we gained the nation's attention during the pandemic. we set an example of freedom for the rest of the country. and i hope that south dakota can continue to set an example the rest of the nation, when it comes to work as well. it would have been easier for me to follow the crowd definitely and to shut down our state. it would have been easier for me to tell dakotans to stay home. don't go work, rely on the government to get by. but did not do what was easy. we worked hard and we did it together as president. coolidge said, i cannot think of anything that represents the american people adequately as honest. when you think of south dakota, you may think of freedom, but you also might be thinki

i decided to run because in south dakota you can be a citizen legislator, south dakota has legislature that's only in session for 40 days a year. so they're all citizens, they show up, it's wonderful as governor because as governor they are there for a month and a half and they leave again for the rest of oh the year but i decided i could, you know, my husband and i together with our three kids at the time that i could still run our businesses, be the general manager but i could go and contribute to our legislature and do that and do them all well so i ran for the legislature, was there about a week and i recognized the leadership controlled everything. and decided if i was going to be away from my family and if i was going to be away from our businesses then i was going to be as impactful as possible and i ran to be majority leader in the house and elect today that. while i served in the legislature -- [applause] >> while i served in the legislature i rewrote our property tax system in south dakota. south dakota, not just native, to get an even fellowship to harvard. so those those i think happened simply because i grew. i changed my writing changed. i think my writing matured all of the years. and i was able to sit in my classmates at harvard and educate them they wanted to know a lot of the that were happening in indian country. they had no idea. but we had students from ghana, from ecuador were from nairobi. they were all so interested in native americans. it just amazed me that they had no idea, you know, or what an indian was, whether any of us still spoke our own tribal languages. so those experiences, i think me to reach this point in my life and know i'm still here, i'm still healthy, i'm still writing and i'm 85 years old. so i good about i contribute to native american journal this evening. we're happy to welcome dr. rita roberts, who is a professor of history and africana studies and the

lewis is a tribal elder of the sioux in south dakota, my father, about a week before he died, my father spent a full day at the lakota reservation at pine ridge. there was a crowd of 20,000 people waiting for him and -- in rapid city, and one of his local aides said to him, we better get to rapid, they've been waiting for hours and he added that the indians don't vote. my father looked at him very sharply and said you don't know who your candidate is. and he saw a entire family of sioux living in the burned out hole of an automobile and he wept. it's one of the only times in his lifetime that i heard of him crying. and that word of his tears swept across the reservation and on election day june 5, 1968, the last day of his life, he won the state of south dakota with the help of the sioux. i go back back to pine ridge as often as i can and almost every time i go there, the elders share that story with me and they tell me that it was the highest turnout in the history of the nation. and that my father got nearly 100% of the vote. there were only three votes that day that were tallied agai

homeowners insurance and premiums in south dakota are equivalent to california even though california's risk and building and repair costs are higher. california's insurance market troubles go back to proposition 103 in 1988. proposition 103 made california the only state to introduce public interveners who can challenge rate increases above 7%. this requires the regulator to address and ensure rates within 60 days but the reality is that the 60 day rule must be waived before action is taken by the regulator resulting in delays of a year or more. this straight jacketing prevents insurers from charging rates. the result is close to 20 insurers pausing the business world not renewing policies. proposition 103 as a form of price control. the academic literature finds that price control does not work in california demonstrates this california regulator handicaps insurers by prohibiting insurers from factoring reinsurance costs and recent climate patterns into risk modeling. this is like preventing a doughnut maker to change the price of its donuts irrespective of flour and sugar costs. in c
