even before the storm crossed south florida this afternoon, watches went up from destin, florida, on the panhandle to morgan city, louisiana. bonnie was expected to gain strength and reach the oil spill site by sunday as it continued toward louisiana. in the gulf, dozens of vessels began moving away from where the "deepwater horizon" rig once stood, after evacuation orders were issued last night. but in new orleans, retired coast guard admiral thad allen-- overseeing the spill response for the government-- said he does not expect the flotilla to be gone very long. >> the intention right now is to put the vessels in a safe place, so they can return as quickly as possible to resume their operations. we're probably looking at a very limited window, something around 48 hours. >> reporter: the well-cap that's harnessed the gushing oil for eight days will stay on and ride out the storm a mile below the surface. and while bonnie passes, work has temporarily halted on the relief well designed to stop the oil for good. once the sea is calm, b.p. crews plan to try filling the blown well in two

late tomorrow afternoon as it moves through the south of florida. but by the end of the weekend, we'll head up towards new orleans and it looks like mobile, alabama, as a tropical storm. it's worth pointing out of course this is affecting cleanup efforts for the deep water who are sohorizon area, but already seeing evacuations on offshore rigs owned by bp and shell in that area. and we're looking at one to two weeks of shutting down that relief well drilling and cleanup operations in the gulf. now, as we approach august, shy point out this map, you can see the most active time of year for tropical storms and hurricanes in the gulf of mexico, we're just two weeks away from that. typically it's august into september when the hurricane activity really starts to ramp up kind of like what we're seeing outside right now. that activity likely to increase quite a bit here over the next month or so. about. >>> and the crippled well in the gulf was dubbed the well from hell today. the widow of a worker who was killed in the initial explosion told a panel of i

slick in the south from florida to the carolinas, tennessee and mississippi. >> if you are flying today expect airport delays in boston, philadelphia, new york and washington, d.c. >>> it was a nightmare come true for some campers in montana. >> a bear or bears went tent-to-tent, attacking people in the middle of the night. now, one man is dead and two others are injured. >> it capped outside cooke city montana, near yellowstone national park. brad wheelis has the story. >> reporter: the fatal rampage in soda creek campground happened before dawn on send when campers overheard the screens. there were a total of three victims in three, different tents. the man who died from his injuries was alone in a tent. another victim, a woman, suffered lacerations and crushed bones. the third victim, another male, suffered bite wounds to his leg. all the victims were torn from their tents in a series of attacks that puzzle wildlife experts. >> the investigation so far has revealed that the -- everything was done right. we don't have any signs of improper food storage or food in the area. >> reporter

i rise in solidarity with families throughout my community in south florida who have an autistic adult. there are many challenges faced by families with autistic adults regardless of any challenge, however, families are often the strongest support unit that an autistic adult will ever know. autism impairs social interaction and communication skills with others. parents of autistic children always worry about the difficult transition into adulthood. while some autistic children will grow up to function in society, others will need some level of professional help throughout their lives. as anyone with an autistic family member knows, early detection can make a positive difference in managing and understanding this serious disorder. we must continue to encourage autism awareness and make every effort to fight this devastating disorder through finding a cure through better research. thank you, mr. speaker. i yield back. the speaker pro tempore: the gentlelady yields back the balance of her time. for what purpose does the gentleman from new york rise? >> to address the house for one minute

i thank my dear friend, the great leader from south florida, ileana ros-lehtinen. and today a resolution, a resolution that we are debating, discussing has been brought to the floor, has been authored by another great leader, congresswoman berkley of nevada, who i have the honor of serving with on the taiwan caucus as both of us as co-chairs. she is an extraordinary leader, and i thank her for doing this because taiwan is such a special friend. as a matter of fact, mr. speaker, i often think about the undignified and treacherous betrayal of that exemplary friend and ally, the republic of china, when the united states broke diplomatic relations. and, again, i say in a treacherous and undignified manner in 1978. so everything and anything that we can do to help our friends in that miracle of freedom and economic development through their hard work and talent

we recognize two important projects to south florida, which were included in the president's budget and is in the underlying legislation. this legislation provides $41 million to construct a permanent headquarters for special operations command south currently special operations command south is headquartered at homestead air force reserve base. headquarters personnel are supported by temporary leased trailers. the trailers were not intended to support the headquarter's mission beyond three years, and they require significant repairs for continued use. the project will have an information facility. sensitive items storage, stand-by generator and general purpose administrative areas. it will include anti-terrorism measures to protect military personnel stationed there and will be able to withstand -- and in is important -- a category five hurricane. mr. speaker, as you know in homestead we had a category five hurricane the year i was elected to congress, and hopefully we won't see that again. it's important that this facility be able to withstand such force. i'm pleased that this legisla
