tropical storm elsa slammed cuba and now it's taking aim at south florida. the outer bands of rain and wind already making an impact and that's making it tough on rescue crews in surfside as they look for survivors in the rubble of the collapsed condominium. 28 people confirmed dead, 117 missing. i want to bring in sam brock, meteorologist bill karins and morgan chesky in surfside, florida. sam, what's the latest where you are? >> reporter: chris, good morning. overnight and certainly into the early morning hours here in key west, we are seeing storm conditions pick up as elsa's bands are lashing key west. the most noticeable change is wind speeds which are 35 to 40 miles per hour. we had a wind gust overnight that hit 62 miles an hour. the florida straits here, the water is choppy and kicking up, breaching the sea wall. the businesses, where i'm standing right now, at an institution in key west, luis back yard. it was closed yesterday, again today, all flights around key west have been cancelled through 2:00 this afternoon, which is problematic for the july

florida, the site of the devastating building collapse. meanwhile, officials say they are preparing to demolish what reremains of the champlain tower south condominium building and could do so before the storm hits. more on that in a moment. but first tropical storm elsa making its way to the florida coast right now. let's get to cnn meteorologist jean norman. how long do search teams have before the storm becomes a real problem? >> fred, good to be with you. it looks like probably monday morning is the time we'll start being concerned in south florida. you have a day and a half to go. that's where i want to start. when will the tropical storm force winds from the system arrive in south florida? well this graphic shows you the black line connected to monday 8:00 a.m., crossing south florida and just north of miami of course is where surfside is. that's when the winds would begin to arrive. it could come a little bit earlier. notice the winds hang around a while. south florida -- the florida peninsula is going to bear the brunt of the storm, which was a hurricane, now a tropical storm. the hurricane hunters went out and found the winds were 70 miles

this building has a high significance to south florida historically and to cuban americans and cubanlturally. what is your sense how things are going in south florida and whether the message of the protesters there is being heard? >> well, joshua, you couldn't be more right in describing that building. my parents and grandparents were processed through that very building, as were scores of others. i think the reason it is so important is because it is called "the freedom tower." that is the very nature, make no mistake, about what these protests in cuba, these unprecedented protests, 62 years in the making, are all about. it is not about the coronavirus. it is not about the lack of vaccines. it is not about the lack of internet access. it is about a generation of cubans that have had enough of the repressive, authoritative regime that has, as you have seen in the way they've reacted to these protest, done everything possible to stifle their ability for a better life. that's why the protests in cuba are calling for freedom, and here in south florida and around the country where you se

south florida, southeast florida where surfside is, i don't think we're talking about a direct impactrom this storm. however, we're going to see a lot of rain, and some of that will certainly be across parts of southwest -- excuse me, southeast florida. and so where we are talking about surfside, any moisture coming in there is certainly problematic. that's a monday-tuesday time frame when we're going to be seeing impacts. we've already had five named storms this short hurricane season, that is earlier than we've ever seen it. this is typical activity around september 10th, and the bulk of our hurricane/tropical storm activity in any season is really kind of mid-august to mid-october. so the fact that we've got five storms so far, we're expecting a really active season. you know, hopefully these storms will stay away from the u.s., but we're watching closely. one other thing today, we have kind of a stalled-out front here that's going to keep things unsettled across parts of the central gulf, and most of the moisture across parts of the northern half of florida, i think we're going to

on the island, and speaking from south florida to the folks on the island who have risked themselves this is even a greater hem atmospheric issue, given the turmoil we've seen in haiti and venezuela and events that have now put the democracies of nicaragua and colombia at risk. those populations are also represented here. they also are significantly represented in the elector. i think it would be wise for president biden to invest some very important presidential time to come to south florida and make that case. i think it will have political benefits as well as policy ones. >> yeah. very interesting. so one of the things -- i spoke earlier this week with the foreign relations committee chairman, bob menendez, who has close ties to the community, of course. and he suggested that a red line for him and a concern was the potential use of state violence against possible protesters. what should the u.s. response be in your view, if that happens? what would the reaction be among cuban americans in the miami area? >> from the perspective of the federal government, i think the united states

. >> laura, let me start with you in south florida. it looks like i'm guessing, you are on southwest eighth street, kyoto right in the middle of the political heart of miami cuban american community, probably near -- restaurant. what's happening near you are? what's the response been like? >> and that is exactly where i am. this is just completely packed and massive crowds out here. at least an entire group filled with people, cuban americans and not only keeping americans a mix of people, also supporting -- all pan over so you can take a look at the scene right now. it has it has grown in the last few hours and is not letting up where you can see dozens of cuban flags with many people holding signs saying sos cuba a lot of people also holding signs it's a patria y vida which means homeland in life. this is a stark contrast to homeland or death. again, passionate crowd out here tonight at this time. 9 pm here it started around 2:00 at say. the crowd has just continue to grow out here. and many of the people have interview tell me reall

as you can see already, we're already feeling impacts across south florida.t takes this journey, what's on the right side is all the thunderstorm activity, and that's going to line up right on top of the peninsula as it takes this track. so we are looking at some really active weather over the next 24 to 48 hours. landfall is expected to be up there near cedar key. you can see all the thunderstorms across the peninsula of florida on tuesday evening. you can see it finally makes landfall come wednesday morning around sunrise. we continue to see that tail of thunderstorm activity all the way down the peninsula. so we could see extremely heavy rainfall, especially along the west coast. this is where we could have flash flooding. on top of this, about six inches of rainfall in some spots. storm surge of five feet near tampa. as these bands come ashore, it encounters the land, and there's a lot of friction there. it causes them to rotate, so the storm prediction center, rosemary, is highlighting much of the peninsula for the potential for isolated tornadoes. >> wo
