this slide is focusing on the existing southeast. the total cost of roadway improvements is within the bounds of candlestick and the shipyard. you can see the hunters point transit center. the roadway improvements within the bounds of each site plus connected to thivity -- on this slide, you see the transit improvements that would be undertaken. the bridge in a stadium scenario is approximately $82 million in a non-stadium scenario where it is only serving clean mass transit by pedestrians, it is about $68 million. the route around that we talked about that we analyze and did not consider, rather is not part of the proposed plan but was part of our analysis, the orange line is about $58 million. it would deal signals for the 15 interceptions. it gets to be quite expensive as well at $58 million. supervisor mar: thank you for the breakdown. there is the $35 million item for the interchange on the hearty extension. that is more of the county planning process. i wonder how our partners have been involved in this county approached. is th

the second language i have concerns the southeast health center. it was raised during the debate to the release ago. we have done numerous studies for the need of an expanded health center in those neighborhoods in our city, so i want to amend the language to essentially eliminate the need to do a need assessments study. this language provided that the developer would contribute accordingly to do pre- development expenses associated with the expansion of the southeast health center, and i want to clarify we do not need that study, but we do need programmatic needs for the center so that we ensure that what we are doing dovetails with other resources better in that part of the city, assuming we move forward with that. it is conflict -- contemplated in the language from a few weeks ago that the capital costs would be funded through increments generated by the redevelopment project. but a portion of the $2 million contribution provided by the developer, and, thirdly, through the city's ability to finance savings that our department of public health wo

let's start stepping into the southeast plant upgrades as approximately $660 million across the board doing lots of different things, replacing the wet weather had winds, which is where they enter the plant. i think that many of you have done the walk through and no that area. a rebuilding of primary tanks, coverings, rebuilding the secondary clarify years, order control, major seismic upgrades to route, electrical implementation upgrades. with the commissioner we took a walk through the oxygen plant. that has a major upgrade coming up that will be linked to the left -- regulatory changes in the future. we have energy and water reduction projects so that we can use storm water, recycled water, or ground water. the plant was built in 1952. this treatment plant is the heart of the city and it is important that we have this working as best as possible. to the north -- >> fired chart? there is a lot of stuff that talks about rebuilding. can you help us with this distinction between what you would consider r&r and what is ssip? >> we can go back to the page definition. r&r is intended to e

in the southeast sector of san francisco when we saw an uptick of tension between asian american community and african-american community, literally the first response had been expressed by people and came to city hall was the dispatch of 32 police officers to walk beats and be part of community policing. the question i ask is what if we were able to see several of the offices there in advance? that would have been certainly a greater investment of preventive medicine in law enforcement to be able to channel, to vet and respond to concerns instead of reacting to concerns which seems to be mostly the way it is now. having the ability of being able to identify where these areas of note are, whether it's in the southeast sector, whether it's the polk corridor or the south of market or wherever it may be, the chief of police has complete discretion in the deployment. in legislation, this ballot ordinance gives the chief that discretion. but it will definitely rival a bit of a debate because they will say we don't have enough resources. they will say that personnel is deficient and we can't do
