branting take shape -- financing takes shape in the southeast sector. this is another thing i'm proud of that we are able to support, and that is great, great news. also, 522.2 million, balancing the budget without raising taxes, laying off firefighters, expanding health care. we have invested money to repay our streets. this is a remarkable story, and i do not know if this story is being told and other cities, but there is oakland, the firefighters in san jose. a lot can be done. thank you to john avalos and all the memebrs -- members of the board who have worked collaboratively to help budget get passed. it is a remarkable budget, and most notably there is a kindergarten-to-college framework that got support and the budget, allowing us to the together a savings account. this is the first city ever to do this, and i have always believed that if you can stoke the expectation of a young child that they can go to college, their community leaders and parents will sure that expectation that everything is possible and that is what it is about. i thank them f

southeast is one that had been damaged as a shipping area that had the top of the outfall. on the west side, it is concrete. being in saltwater and concrete, the concrete apparently gets stronger. this is a wonderful thing. we will also be taking a look at that. periodically we have to go out to inspect that, and it is a short period of time to do work. we do not anticipate it being a lot of work, but there will be a lot of work ahead of north point of your e.f. at some point there would be replacement required. >> [inaudible] >> we also have the treasure island treatment plant. we are now the operator responsible for maintenance. in the near future we will be the permit holders for the treasure island treatment plant as that island begins to develop. it is in court condition right now. on a regular basis in experience is failure of equipment. the new plant would be planned and built with development, looking at several different alternatives. that would be the type of thing on a project by project basis where the commission could have proposals for that plant. >> [inaudibl

the second language i have concerns the southeast health center. it was raised during the debate to the release ago. we have done numerous studies for the need of an expanded health center in those neighborhoods in our city, so i want to amend the language to essentially eliminate the need to do a need assessments study. this language provided that the developer would contribute accordingly to do pre- development expenses associated with the expansion of the southeast health center, and i want to clarify we do not need that study, but we do need programmatic needs for the center so that we ensure that what we are doing dovetails with other resources better in that part of the city, assuming we move forward with that. it is conflict -- contemplated in the language from a few weeks ago that the capital costs would be funded through increments generated by the redevelopment project. but a portion of the $2 million contribution provided by the developer, and, thirdly, through the city's ability to finance savings that our department of public health wo

committees in the southeast are expecting this project happen. there is hours and hours of public testimony, you have heard their demands for attention and new opportunity. based on the results of the proposition, for the first time people looked at the bayview differently. they looked at the people who lived there differently. they voted yes, we want open change for the people in dade you and san francisco. this is large and complicated but it uses the very tools we have to generate activity elsewhere in the city. let us not be fearful of this project because of this scale. how else could the project at meet all of the incredible high expectations to deliver parts, affordable housing, jobs. we need to work together to make sure all this happens. the conversation has been very long to get here. we need all of those forces to stay involved and i welcome my colleagues and your input. this has been improved by the input that you have had and we need to keep bell level of participation and passion to ride upon our desired outcome. >> it might be frui
