we create an opportunity for a huge benefit in southeast san francisco, for transportation improvements that the city couldn't possibly even in the best budget times fund itself. and it's worth noting here, we've had a couple of funds over the last 10 years while i've been around, we've had some pretty good economic times and almost none of that money made its way in creating or improving parks in southeastern san francisco. on a citiwide basis, we advanced good urban planning by directing new development and economic growth to advantage former industrial lands like treasure island, thereby relieving some of the pressure and growth on existing neighborhoods. what do we gain -- or what do we avoid if we don't approve the project? it's not clear that we gain or avoid anything except in the realm of unintended consequences, the residents of alice griffith get more of the status quo with no real viable plan for rebuilding their homes and the residents of the bay view get more of the status quo with no real plans to offset decades of high unemployment and poor public health and a lack of the

in the southeast sector of san francisco when we saw an uptick of tension between asian american communityand african-american community, literally the first response had been expressed by people and came to city hall was the dispatch of 32 police officers to walk beats and be part of community policing. the question i ask is what if we were able to see several of the offices there in advance? that would have been certainly a greater investment of preventive medicine in law enforcement to be able to channel, to vet and respond to concerns instead of reacting to concerns which seems to be mostly the way it is now. having the ability of being able to identify where these areas of note are, whether it's in the southeast sector, whether it's the polk corridor or the south of market or wherever it may be, the chief of police has complete discretion in the deployment. in legislation, this ballot ordinance gives the chief that discretion. but it will definitely rival a bit of a debate because they will say we don't have enough resources. they will say that personnel is deficient and we can't do t

san jose, 59 degrees. a southeast wind at seven miles per hour. low clouds and misty skies on the coast. we will see sunshine inland but summer sunshine, not so much. 60, san francisco. 65 around oakland. laura? >> thank you very much. >>> it is a somber day for the family of a south bay woman who disappeared nine years ago today. jeanine harms vanished from a bay area bar and has not been seen since. we have more on the investigation. >> reporter: jeanine harms came here to the rock bottom brewery and left. she left and invited them back to her duplex. what happened next is still a mystery nine years later. police insist this is not a cold case. one man who says he visited her at her duplex that night said she was home asleep when he left. she was sleeping on the couch. she failed to call her good friend the next day. investigators have found no body, no blood and no dna evidence to link her to either man she met that night. one man was arrested and held for 2 1/2 years but charges were eventually dropped. investigators won't say if results are back on fiber evidence taken from a rug in her home. a leading fiber expert is still working on the case. jeanine harms wo

southeast sector? >> if i could have the power point screen. supervisor mar, you are correct. the roadway improvements, brt, transit preferential st systems the front door to san francisco, candlestick, and the shipyard, ennis. there is a roadway improvement as well. this slide is focusing on the existing southeast. the total cost of roadway improvements is within the bounds of candlestick and the shipyard. you can see the hunters point transit center. the roadway improvements within the bounds of each site plus connected to thivity -- on this slide, you see the transit improvements that would be undertaken. the bridge in a stadium scenario is approximately $82 million in a non-stadium scenario where it is only serving clean mass transit by pedestrians, it is about $68 million. the route around that we talked about that we analyze and did not consider, rather is not part of the proposed plan but was part of our analysis, the orange line is about $58 million. it would deal signals for the 15 interceptions. it gets to be quite expensive as well at $58 million. supervisor mar: thank you for the breakdown. there is the $35 million item for the interchange on the hearty exte

[applause] all the committee members are on page three or four of the handbook. problems, a political system in which to many people have lost faith, and the new government will face the worst inheritance of any incoming government for least 60 years. that is exactly why it is so important that we have strong, stable government that lasts. a strong, stable government, which has the support of the public to take the difficult decisions that are needed if we are going to put this country back on the right track for a stronger future. there is one further point i want to make. i believe that it is not just important for this country to have strong and stable government.

the people of san francisco would like to see something significant with affordable housing costs. if you look at the maps, the success of the measure of the southeast part of the city and other parts of the city. there is a progressive block. even with a massive campaign the supervisor maxwell said there was hope, there is a sword and there is hope for the bayview left without a lot of specifics. the queue for funding that. the polling, as reported, there must of been some and journals. that started off. before the massive campaign which i believe was disingenuous in terms of talking about the poison pill and the project when there was real revenue proposals that basically went along with it to pay for the affordability which some people ran to kill. this was not a poison pill, this was about political will. do we want to ease the needs of the community? that is happening. supervisor maxwell likes to say that this is an unprecedented plan. this is a massive public investments. and you don't have 140-60 percent included. you have 460 rent-controlled units that are conclusion. the city's housing requirements which are lower than the ones in the redev
