progress on environmental cleanup in the areas of san francisco where that is a growing concern. >> you know, in san francisco, specifically in the southeast quadrant, san francisco is the industrial armpit. we have got the two major toxic sites, we have the shipyard and the lock site. both of those toxic chemicals that are still in the ground are from earlier activities, business activities. we also have the puc, the water treatment plant, in the district. for me, the quality of the environment is very important. it is a direct relationship with the high breast cancer rates, a cancer rates in particular, but also breast cancer, and to some degree childhood obesity, there's a correlation between the environment people are growing up in. when we talk about my legislative priorities, the environment is also on that list of priorities. minimizing asthma, maintaining the asman task force, that we will keep implementing that my predecessors started, educating people on healthy lifestyles, exercise, healthy diet. we talked about the environment. it is about the food we are taking into our body, our stress level, and a component that is not often

san francisco and ca. -- san francisco and t a -- san francisco mta. supervisor cohen: i just want to put on the record that i am frustrated. once again, southeaster neighborhoods are left off the table, no discussion, no consideration and i will not be voting for this. supervisor mar: i just pulled up the city car share map and it does seem that the southeast sector is willfully -- woefully misrepresented and park side has almost nothing. i also saying around park merced -- it is the southwest part of the city and my hope as you work with the supervisors to look at citywide -- at least in the richmond district, you have six or seven sites, but not in that outer richmond. my hope is by looking a pilot projects like this you can help figure out how to expand and raise the awareness in other areas of the city and not just central areas you currently are located late. i appreciate supervisor cohen's comments. my understanding is with the pilot program, four of them are in district 3 areas where there is clear demand and the others are chosen in areas where there is clear demand for city car share, but that is my understanding. pfft supervisor cohen:

san francisco. i am here in support of recology. i think they have done a beautiful job by hiring people in the southeast section of san francisco, and would like them to continue to do this. thank you so much for your time. supervisor chu: thank you. >> good afternoon, supervisors. my name is pastor gary banks. i am the founder of family restoration house. i also sit on the project area committee. i am most definitely invested in the community. i just want you to take into consideration as we look at competitive bids, we do not want to create a scenario of competitive gambling with the lives of the citizens of the bayview. we have been working diligently as pertains to cleaning up the bayview and the shipyard, and we have invested many years in this project. i would hate to see us bring another company in because of competitive bidding and undermining the work. we can turn those lives around. we can now have a competitive wage and reinvest back into our city. i want you to please take into consideration. we have been dumped on for too long, and we do not want another dumpsite in our community. thank you some much for your considerat

this product would bring in approximately $180 million in new development to the southeast section of san francisco. 1600 new first-class family housing units, 15 percent of which would be affordable or middle-income families. bring new stores and businesses to the community. it would be a green development bill to a sustainable standards. development with a maximum of community participation, and i can definitely say this project would be commendable to the shipyard and candlestick point development. so i urge the supervisors to look at that and let this positive project continued. thank you very much for your consideration. supervisor cohen: thank you, reverend. next, i would like to ask mr. oscar james to come up. >> good afternoon, supervisors. i am a native residents of bayview-hunters point. first of all, i would like for you to approve this particular project. i also served on the city commission in 1970 when this project first came aboard. we blessed it then. that particular time, we were representing some 65,000 people in the community, which was a part of visitation valley. our boundaries

had detailed interviews with the bayview hunters point multi-purpose center, the southeast health center, and san francisco air transit. finally, i would like to take a moment to highlight the last two things in the report. first of all, it gives me great pleasure to introduce a new member of staff, filling the principal engineer position. she is standing over there. she joins us with a distinguished record. she is a graduate of the uc- berkeley graduate school, like myself. she has an ms in civil engineering. she has worked extensively for the private and public sector. she has also worked as a consultant for the california high speed rail program, in the program management office, developing th. she brings program level management experience. she has even been the owner of her own firm. we are delighted to have her with us. commissioner mirkarimi: welcome. >> the last thing, when the annual audit, auditors have finished the field work. although they have to continue their detailed work in september, i can predict a clean on it again. thank you to cynthia fong and her staff. -- clean audit again. and that

the southeast historic community association is set up by the board of supervisors, not by the charter or the people of san francisco. as such it was set up specifically as an advisory commission. all of the words in the entire ordinan >> so, certainly we work closely with the southeast community but one is a charter commission and one is a commission by ordinance and the charter authority rests things like facilities with the p.u.c. that is why we support this facility and why we also pay for much of the funds to run it. one of the items in the same ordinance talks about any surplus funds being available to this commission to use. any of our search there's never been surplus funds. if you look at the current year budget the rent is a little under $500,000 and expenses over $800,000 so the p.u.c. subsidizes the annual operation and pays for virtually ail the large capital expenses. without the p.u.c. involvement there would be no funds to take care of this facility in the way it is taken care of. i'm not saying it is taken care of the way we want but the extent is because the p.u.c. subsidy which wouldn't be availab
