luke's at only 18 beds is not only a disaster for southeast san francisco, which is underserved, medically underserved, poor, largely minority, it is also a disaster for san francisco general, and let me explain why. one of my areas that i served in was the emergency room, and as people have said, while i was working there, san francisco hospital was on diversion about 30% month after month, so they could not accept hospital patients coming in. the reason it was on divert was not because the emergency room was still a small. it was because the hospital upstairs, there were not enough beds to get people out of the emergency room. to give you an idea, they were even training emergency room nurses to treat ventilator patients because they could not get them out into the rest of the hospital. it is the size of a hospital that determines how backed up the emergency room is. san francisco general being rebuilt with not that much additional capacity, and if st. wigs is cut down by two-thirds of the beds, st. luke's will not be able to absorb all of these extra patients from san francisco general,

san francisco where that is a growing concern. >> you know, in san francisco, specifically in the southeast quadrant, san francisco is the industrial armpit. we have got the two major toxic sites, we have the shipyard and the lock site. both of those toxic chemicals that are still in the ground are from earlier activities, business activities. we also have the puc, the water treatment plant, in the district. for me, the quality of the environment is very important. it is a direct relationship with the high breast cancer rates, a cancer rates in particular, but also breast cancer, and to some degree childhood obesity, there's a correlation between the environment people are growing up in. when we talk about my legislative priorities, the environment is also on that list of priorities. minimizing asthma, maintaining the asman task force, that we will keep implementing that my predecessors started, educating people on healthy lifestyles, exercise, healthy diet. we talked about the environment. it is about the food we are taking into our body, our stress level, and a component that is not often discussed as our mental health -- is our

san francisco's o vulnerable populations. the final report noted that the residence of the southeast during -- southeastern san francisco suffer from higher proportions of death due to alzheimer's disease, respiratory disease, and chronic liver disease. they endure higher rates of asthma and receive less prenatal care. the only other hospital located in the southeastern part of san francisco is san francisco general, which is on diversion 25% of the time. the emergency brim is at capacity and can not accept any additional -- the emergency room is at capacity and can not accept any additional patients. you how the situation -- you have a situation, st. luke's serves a sizable population, close to 30% of privately insured patients, also creates a strong foundation for a st. luke's to continue to be a viable option, in a viable hospital. the board of supervisors has previously taken a position making it clear that we are committed to supporting st. luke's hospital. there was irresolution opposing the closure that was passed by this board of supervisors and i am a very proud, even though none of us was serving on the board that ti

it goes to connecting the southeast to the large part of san francisco, wake up, we're out here. we want bike paths, dog parks, open space. we no longer want to have a neighborhood or a reputation of a crime-filled community. the other thing that i learned is really, we are all human. how to connect with that spirit, whether you're living in public housing, owning your own property, your asian, african american, we are all one. we are a community. when we realize and move in the direction of being a human's and having this human experience, connecting together, really be each other's keeper, then san francisco begins to drive. i also learned through the endorsement process -- you go through this process to get endorsed from different popes -- different folks, or no endorsement. having a broad base. we have a choice of voting in san francisco. there were 21 candidates. no clear front-runner. no major person with a heavy political experience. no person that carried the heavy downtown interest or big business. you had a lot of candidates on an even keel. what i felt quickly was the

san francisco and is one of only two who lives in an rh1 neighborhood. i think that's very important. the entire west side of san francisco, we had some very important projects in the southeast and have the redevelopment of the largest rental housing facility west of the mississippi that is just been approved and will be starting over the next 20 years. the commission was very close to the project and is very knowledgeable on the project and i think having his presence on the commission for another four years is important. truthfully, if the loan issue with him is the question of diversity among some neighborhoods, we have two other appointees in front of us, potential commission your aunt and i believe the two of them live in neighborhoods that some of the existing commissioners already live in. if that is the only objection, i suggest it is misplaced to use that objection and it's more rightly placed with the two other appointees. there are many other reasons to support them and at i have heard for many people and have seen myself, there's no other commissioner planning commission, port commission, who is as dedicated to their job as mike antonini. whether you agree or dis
