it was locationed in southeast washington and they say, in fact there are no car seats in the car. they're investigating to try to figure out what exactly did happen here. now we are at the exxon station. this is where the woman called police. but the incident happened just down the street in the 8400 block of central avenue. the mom was apparently pumping gas, at some point, a dodge intrepid pulls pup. suspect got out. jumped into her car taking off with her three children inside the car. now police tell me that she got in the car with a witness to this incident and they tried to chase the car. they lost sight of it. that's huh they ended up here at this exxon station in the 5400 block of central avenue in seat pleasant. here at the exxon station, they pulled over. she called police. again police are saying they're still searching for the three children, who she says was inside the car. they're searching at this hour. >> we got a call for a stolen vehicle that occurred in the 8400 block of central avenue, liberty gas station. a female getting gas, victim/mother of the children. wh

it is 420 miles east-southeast of washington. the strongest rainfall has come ashore on the eastern shore and the western shore of the bay and somewhat in the metro area. here is the storm scan and the estimated waved spikes. it is between us and bermuda. there are 40 foot swells over the atlantic. there were wave heights closer to 20 feet closer to shore. in terms of rainfall, is moving east to west, coming from the eastern shore westward across the bay into the metro area. the heaviest area is around the beltway in this yellow and orange area. that indicates rainfall rates of about two inches per hour. overall, most of us will see about 4-8 inches of rain between now and tuesday evening. this indicates closed around 5 inches around the beltway by tuesday and around the eastern shore, it could reach up to 11 inches of rain. in southern maryland, a vacancy as much as 7 inches especially in st. mary's county. here is my time line for the rest of the day -- steady winsds they will be increasing up to 35 miles per hour by noon and t

southeast of charleston, south carolina. the wind gusts have increased to 90 miles per hour. washington, d.c., pennsylvania, maryland, virginia, new york and new jersey have all declared states of emergency already. in virginia, warships are tied up to their piers. sailors are getting sandbags prepared and national guard members are already in place and ready for action and along the jersey shore from cape may to ocean city, businesses are already boarding up and sandbagging getting ready for what sandy just might bring. so, further south now, north carolina, also gearing up for sa sandy. a total of 40 counties are under a state of emergency. george howell joins us from kill devil hills. sandy is quite a few miles offshore. we mentioned it's about 355 miles offshore from charleston, south carolina, but making it to your way. we can see the surface kicked up and lots of wind. what kind of preparations are under way there, george? >> fredricka, we are definitely feeling the winds pick up here. we're watching people as they, you know, prepare for whatever the storm has to bring. people are
