that is parts of western, southern and eastern and then pockets of northern afghanistan where rule oflaw in rural parts of the country does not come from a court or a judge, it comes from elders coming together and adjudicating an individual that is having a dispute with somebody else. supporting at least for the near term that kind of adjudication, informal rule of law, and then encouraging development to come in from the bottom up. so it's a bottom-up component to a strategy that historically was only top down. so it supplements. it can't win or lose it by itself. there was a component that i think many people felt was missing for several years and was certainly when you look at periods of stability in afghanistan from, say, 1929 to 1978 with the success of kings, when they had established 50 years of stability -- and that was pretty recently -- had combined top-down imor nance and security -- governance and security and development and supporting autonomy from the bottom up among the tribes, subtribes and clans in the rural parts of the country. that strategy is more along the line
