what we found was that even in southern states, florida, significant majorities, over 60%, believe that people who had an addiction should not be sent to jail the first or second time, jail or prison the first or second time that they were picked up on drug possession. so you saw that as sort of a moral notion and you also see the cost-savings argument. when people -- i could critically say, look, most drug treatment does not work most of the time for most of the people who pursue it. that said, dollar for dollar, person for person, drug treatment is a dramatically better investment than incarceration, right? you think about it. treatment is like quitting cigarettes, right? people need multiple times and you don't know until you're on your deathbed. cigarettes are more addictive than other drugs and takes time. but i think people responded to some extent on a moral basis that it's just not right to put people behind bars for that and secondly on the cost savings piece. the third one was the utilization of law enforcement resources. we see that with marijuana and other drugs and by in la

by the way the southern states like texas, and tennessee, and florida, and alabama are saying, look tond to workers, we are very probusiness, we are going to provide opportunities for jobs, and that's actually where not just the migration of people is but also the migration of jobs and employers. jenna: let's talk a little bit more about that. do you think that is a sign of a better economy in the south, in the west, or does ideology have something to do witness, identity in those states, people feeling more attracted to those areas for not just what th seeing as far as their business environment but maybe something else. >> i this i there is no question. i've done a study with arthur laffer who has been on your show and what we find is let's take the ten highest tax states and the ten lowest tax states and those low tax states are the ones you just mentioned, states like texas, florida, tennessee, new hampshire. what we found is that every day, jenna a thousand people are leaving the high tax states and moving to the low tax states. there are other factors too. there are factors like

migration and that migration will bring those animals up through the east coast of florida and eventually throughout the southern and middle united states. it is the beginning of their run but right now they're sort of culling, culling up in numbers, waiting for their chance to head north. martha: wow! from that perspective it is fascinating. just following the migration of these amazing animals as they move their way up. from the other perspective if you're on a one-week spring break you're looking forward to for a long time and they're closing the beaches, do people need to be concerned? are these sharks any danger to humans? >> the sharks right now are not a special danger to humans. of course any shark that gets about six feet or longer is a potential danger simply because they have jaws that are big enough to do some damage but these are fish-eating sharks and they don't normally go after human beings. that said, the beach safety folks get a little nervous when the numbers increase in an area, and as a precautionary measure certainly yesterday they closed a couple of beaches. but obviously since they opened
