sandra, head start director in southern minnesota, wrote me about head start. she writes -- "dear senator franken, thank you for your ongoing support for head start. the federal budget is not settled by november 1, the head start programming in olmstead and freeborn counties will have to shut down. our federal grant is from 11/1 to 10/31. as the h.s. director, i know the devastating impact this would have on our families and staff." let me talk a little bit about head start. because of the sequester, we have seen children in minnesota lose slots in head start. if this shutdown continues through the end of october, programs serving about 2,500 children could be affected by the lack of head start funding. you know, kids are only 3 years old once. they are only 4 years old once. the learning experiences they would be missing at that age because their head start program is shuttered, because of this shutdown or they are missing now because their program has already been shuttered, because of the sequester, that had can never be replaced. and we're just hurting our

southern canada. portions of northern minnesota saw a couple inches of wet know.ome areas near lake michigan saw shower activity. you can see the chilly air moving down. as this cold air comes across the great lakes, looking to have the first lake effect snow of the season. that means you get the cold air moving over the lakes and picks up that moisture. if it's not low to mid 30s, temperatures cold enough for snow you will see a lot of areas around eerie, buffalo, cleveland may see some snow. particularly the end of the week as that cool air moves across the great lakes. the front to the west of it, not sure if it's much of anything. it will pick up moisture. clouds coming in late tomorrow night. we may see some rain with that front. we expect to see something develop off the east coast, means enhanced rain along the coast. tomorrow night and wednesday morning is your best chance of picking up rain. behind the front it turns chillier, quite a bit cooler by wednesday, thursday and friday. temperatures running about 8 to 10 degrees cooler than normal. we will talk
