southern nevada recycles 100% of its wastewater. so for every gallon we put back in the colorado, we can take an additional gallon out, or we send it to reuse facilities. and we deliver it to golf courses and parks and other outside applications. man: water's about a third of our budget. that's a lot of money. the lake right over here, 24 hours ago that was in somebody's house. it's been through a treatment plant. and now it's in our lake and we're watering with it. narrator: these reuse and conservation techniques enable las vegas to exist in the desert. another important form of conservation is preventing leaks. man: every drop counts. all water systems have what they call an efficiency rating. so if you were to measure the water that goes into your system and compare it to the water that goes out, how much is unaccounted for? most states have a goal of 10%. ours is at only 5.5% right now. and we have plans to lower that to 4%. man: we actually have our entire distribution system mapped out in a computerized or electronic format.

in my home city of las vegas, for example, we've create creathed the southern nevada counterterrorism center where 18 state, local and federal agencies all work together to detect and prevent terrorist and other homeland security-related events. this kind of fusion centers based on the recommendations of the 9/11 commission to help law enforcement agencies communicate more effectively so they can put the pieces together that could prevent attacks. uasi funding has been an aessential part that have center and cutting off funding to that center now would put their excellent and possibly life saving work at risk. southern nevada is home to an air force base and hoover dam and some of the largest hotels on the planet. we know that some of the 9/11 terrorists visited las vegas before the horrific attack on our nation. mr. speaker, after the capture and killing of osama bin laden we also know that terrorists are increasingly focusing their interests on midsized cities rather than large cities. many of those who will now not be receiving federal funding for this provision to become law. this

there are 10,000 homes just in clark county in southern nevada alone per month still going into foreclosuresapid rate that they've experienced in the past but it is still weighing heavily on this community. they are -- this state has about 460 -- excuse me, 560,000 democrats, 460,000 registered republicans. about 100,000 voter difference there. there are 300,000 registered voters who are either nonpartisan or belong to smaller parties. so that's a huge swing vote. people you talk to say they haven't seen anyone to jump behind from the republicans and they're not all that thrilled with what president obama has done so far. so they're really waiting to see what happens in the republican campaign to decide who they're going to vote for. it's going to have a big impact because the nevada caucuses are the third primary next year, just eight months away from now, after iowa, after new hampshire comes nevada. even though this is a state with only 1.3 million registered voters it will play a very, very big role in the 2012 election. >> casey wian for us in henderson, nevada, thank you. remember, nex
