that's bad news for people in southern virginia. it could be potentially bad for us as it may bring the band of heaviest snow under the heart of the baltimore washington area. here it is on radar now. we are dry and mild this morning. local roads are still dry. temperatures are above freezing. the leading edge of the cold air is moving far western maryland. that cold front could be sliding through here sun down tonight. once the front goes by, temperatures are really going to trend down quickly. we're already in the upper 30s and low 40s. fredricksburg already 51 degrees. we are 10 to 25 degrees warmer now than we were yesterday morning at the same time. cloudy skies have moved in overnight. it is 42 thousand at national airport. winds out of the south at six miles per hour. here's your forecast. loudoun cloudy, up near 50 for a time today. first rain drops rolling in between 3:00 and 5:00 this afternoon, steadier rain between 7:00 and 10:00. by midnight, change over from rain to sleet and freezing rain between midnight and 2:00. 5:

you see the blue area covering much of northern virginia and western virginia across southern portions of maryland into delaware. 3-6 inches of snow across delaware, but once you make your way down to washington d.c., we could have 6-8 inches of snow. winter storm warnings and advisories that could continue into the evening and tonight. this band of snow will push offshore, and winter storm warnings and advisories extending back to kentucky. across the southern plains, the cold air is pushing down, and i'll tell you one thing, the temperatures have dropped significantly in the last 24 hours. certainly across san antonio and dallas, texas. we have a 40-degree difference. mardi gras getting ready to be started. a 30-degree difference as well. we should be in the 80s, but we're only in the 30s. corpus criste this morning, we could see ice on the roads in the houston area. back to portions of dallas. if you're traveling on i-10 or i-35, just a little bit of ice goes a long way. we could see accidents out there if folks are not using caution on the roadways. back to the bigger picture now,

basically along i-95 into the northern neck of virginia and southern maryland and some light showers through the beltway, but the bulk of the moisture is still waiting in the wings, hundreds of miles away, but quickly racing towards us. the other feature you can see on the view is the arctic front and topper is in with a look at the temperatures. >> yes, they are beginning to fall quickly now. we'll talk about the storm line too as i want to emphasize this for you. right now we have rain until midnight and we're talking about the metro area. sleet, midnight to about 4:00 a.m. if you're up in hagerstown, it will turn quicker. a general four to five inches. bull's eye once again, you saw that posted on our website as we tweeted it out. look at the arctic air. it's why we were so concerned about the system. they are under a winter storm watch too. colder air will begin to move in and everything turns to sleet before midnight. temperatures are 36 in damascus. still 42 downtown and still 40 in oldtown as we will come back, outline more snowfall accumulations and talk about extremely cold

the storm will hit hardest from southern new jersey to west virginia.l in washington jeff pegues where the snow is already piling up. jeff, good morning. >> reporter: good morning, charlie, norah. 60-degree temperatures in l.a. sounds pretty good right about now, especially when you consider this intensifying snow storm. it's all but shut down the nation's capital. you probably can't see this behind me but that's the capital dome. low visibility here as the storm intensifies. we have right now probably two to three inches of snow. this is about the start of it. because this is a same storm system that coated parts of the south over the weekend with ice and snow and in baltimore, in maryland today, they're concerned about ice coating trees and potentially bringing down power lines. it's already been some power outages in parts of virgina. so far for the winter season here in d.c. there's been nearly 20" of snow and counting. that's above average. but far, far below the record. the record you might remember was set in 2009 2010. that winter when they got

we still have the winter storm warnings from parts of west virginia all the way through southern partsly some higher amounts. farther south, same storm system is producing concerns for severe weather, especially as we head into this afternoon and this evening. if you live in daytona beach, tampa, fort myers, have a way to get those weather warnings. we have a risk for tornadoes, damaging winds and even large size hail from some of these thunderstorms. temperature wise, well below average across parts of the northeast. in new england, some will see highs only in the teens. farther west, very warm. upper 80s in parts of arizona, like in phoenix, 60s and 70s widespread across the center of the country. now let's head over to brian. >> let me tell you what's going on in sports. march madness time, which means it's time to tell you who the number one seeds are. number one went to the university of florida. they're the top of the south bracket. over the east, university of virginia, surprising stories this year. number one spot, they're coming off 28-6 season. in the west, arizona is number

and this year has started off with movement by three southern states on same-sex marriage. in virginiariage, a decision now being appealed. in kentucky, a judge ordered the recognition of same-sex marriages performed out of state. and in texas, a federal judge struck down a ban on same-sex marriage, a decision also being appealed. questions of rights and protections for lgbt individuals are front and center in the south as are the individuals and couples who stand to benefit from their extension. joining the table now is marcus hunter, assistant professor of sociology at yale university. marcus, we see that gay couples with an african-american household live predominantly in the south. but that isn't true overall. as we see in this map in southern states, the percentage of zults who identify as lgbt is mostly below the national average at 3.5%. when we factor in race, the south stands out. what does that tell us? >> right. several things, i would say. so first, i think it tells us about the reconcentration of black people in the south, right. so atlanta is a very striking example. in a

virginia state police are definitely asking for the public's help. any witnesses who may have been along i-95 in this stretch, this southern stretch of i-95 this morning around the time of this accident around 3:00 this morning and saw what happened, they want them to get in touch with them, because they really want to know the circumstances that led to this now fatal accident. all lanes of traffic are open now. they've moved this bus out of here at about dawn, about first light it was towed away. we don't know where that was taken. but as we can see from the bus on the flat bed, or behind the tow truck it was in pretty bad condition. again, we don't know any of the conditions of the people involved. this was america tours incorporated, america tours the company that operates this bus out of mclean, virginia. they advertise doing things like wine tours, private tours, things like that. they have limousines, vans, rvs, traditional buses, and then limo buses like the one that was involved in this accident. no names of any of the injured or the fatality in this. we hope to have that for you later on today. we are live in lorton, virginia, derrick ward, n

storm that brought the most rainfall to southern california in three years is now walloping the southeastern portion of the country today. five states, virginia, new jersey, tennessee, delaware and mississippi have declared states of emergency because of dangerous conditions. more than 4,500 flights within, into or out of the united states stranded tens of thousands of travelers. in tennessee, 3,500 residents were without power along with 26,000 in arkansas and another 25,000 in texas. the federal government shuttered its doors today as six-to-ten inches of snow are expected to blanket the nation's capitol. richard, you are in the mid-atlantic. a huge part of this story of the season which seems to be states south of you, where winter is usually much more, much less fierce and much more seasonal. seasonable, if one can even say that. >> reporter: right. you know, we look at the numbers, you look at the parts of the country here, alex, the number that really stand out to me, 139 million. that's just this storm. this system. and the number of people that have been affected across the country. we talk about the northeast and the mid-atlantic. yo
