congressman clay higgins represents louisiana's third district, which covers much of the state's southwest coast. he's a former law enforcement officer and now serves on the house science committee. i spoke with him by phone a short time ago. congressman higgins, thanks for being with us. i know you were very worried about your district in advance of harvey and the concern was that there be a direct blow on that second approach to landfall. it appears you dodged that bullet. give us a sense though of what the consequences of harvey were in your district. >> well, the hit exactly at the state border which my district, of course, includes the parishes in louisiana that border texas in the southern portion of the state. so so many of our citizens from louisiana and from the district that i represent were part of that rescue, civilian rescue effort that is commonly referred to as the cajun navy was essentially just thousands and thousands of civilians with boats and four wheel drive trucks that load up their vehicles with water and food and temporary shelter and they just roll out to areas, ne

destroyed, and less i not mentioned, we have not dealt adequately what is required in texas and southwest louisiana and in florida. today in my office, numerous representatives of government officials and organizations came to present issues concerning ongoing matters having to do with their concerns in our area. the speaker of the house of representatives and the chairman of appropriations were with several of us in the florida delegation last week to review and view the damage that has occurred in the keys, and here we are dealing rather than with humanitarian crisis as towns are left without fresh water, power and fuel, we are dealing with a dangerous bill that will address vulnerable people in a negative way. . officials reported that puerto rico's telephone cell towers are down. the same holds in the virgin islands. with 85% of above ground and underground phone and internet cables knocked out, the same in the virgin islands. officials still had not had communication with nine of the 78 municipalities. it has been difficult or nearly impossible for individuals to reach or connect with their lo

our priority effort today is in southwest louisiana, southeast texas where we are doing everything wes from harm's way and from flooded areas across the border to safety and then moving them north into shelters in louisiana. stuart: okay. what kind of resources are you bringing to bear? the whole lot? >> oh, absolutely. we have high water vehicles and boats getting to those citizens in areas where nothing else can get to them. then they put them on a bus. it's a short trip to sort of a staging point, if you will, and then they get up to a shelter. what you're seeing is a tremendous, combined effort between the guard and several other state agencies, the wildlife and fisheries, the state police. of it's a tremendous effort, and it's all about getting these people to safety where they can sort of catch their breath. stuart: so at this point in louisiana it's still a rescue operation, correct, sir? >> it is a, it is a combined, team effort in louisiana as we come to the assistance of texas. we are all too familiar with the scenario where you find yourself up to your eyeballs in a scenari

louisiana where they have studied hurricane proestection. they are in control of managing our major rivers and streams and water glt wa waterways. but also for restoring the coast. we have a project southwest of new orleans that the corps of engineers has been studying over 20 year, spent over $80 million studying it and have not stuck a shovel in the ground yet. meanwhile we've had over a billion in fema claims in the same area. it's ridiculous and it's an example of how we spend significantly more money after a disaster rather than being proactive. just over to the northwest or west/northwest of new orleans, we have another project that it literally took the corps of engineers 42 years to finish the study. think about that if you were a private company and you went to a client and said yep, you bet, i'll have this for you in 42 years. you would be fired and you should. yet these kinds of activities have been allowed to continue. so we have to have fuchlhave fu reform in the way that we manage these projects otherwise we will continue to be bleeding cash after disasters rather than being proactive and getting the projects finished efficiently. >> susan, arizona, you're next. >> caller: go
