thank you, madam speaker. i rise today in strong support of the rule we are considering and to speak to the necessity of congress repealing the 2002 authorization for use of military force against iraq. repealing the 2002 authorization for the use of military force is a good first step toward congress reasitting its constitutional authority over when and if the united states goes to war. this country has been in a state of perpetual war for almost 20 years. we now have members of the armed forces deployed overseas who are the children of soldiers sent to war under the 2002 aumf. under article i of the constitution, congress has the sole authority to decide whether to allow the president to take the country into a prolonged war. before this nation sends our children, our service members, into harm's way, members of congress have the duty to consider and approve or disapprove such use of force. and americans have the right to hold us accountable for those decisions. repealing the 2002 aumf does not impede the pr

speaker. mr. speaker, i rise today in recognition of michael paul williams, a columnist from the richmond towns dispatch, the primary newspaper record for the commonwealth, which is located in my district. mr. williams recently awarded -- was recently awarded the pulitzer prize for commentary. he's the first pulitzer prize recipient at the times dispatch since 1948. throughout his nearly 40-year career, he's been a dedicated and effective journalist who has focused much of his work on issues of race and racial inequity in virginia. the first commentary of color at the times dispatch, he's provided a unique, inciteful and impactful commentary that's sparked public discourse, helped shape narratives and helped shape narratives of race in virginia and challenged readers to consider the inequities that communities of color face. mr. mceachin: it's with great honor that i congratulate michael paul williams for his award-winning commentary on the issues impacting our communities in richmond. thank y

that, mr speaker, is weak! keir starmer. you can always tell when he's losing, mr speaker.both sides — - it's a very, very emotive and important issue. i need to hear the questions and the answers. _ i certainly don't expect - shouting from the back benches. keir starmer. mr speaker, on the prime minister's watch, rape prosecution and convictions are at a record low. court backlogs are at a record high. victims are waiting longer forjustice, and criminals are getting away with it. this wasn't inevitable. it's the cost of a decade of conservative cuts. and even now, even now, the government isn't showing the urgency and the ambition that's needed. mr speaker, the justice secretary has done the rarest of things for this government and apologised. but i note the prime minister hasn't done that today. it's time he did, that he took some responsibility — and backed it up with action. will he do so? prime minister. mr speaker, as i said to the right honourable gentlemen — and ifought to have tougher action against rapists and sexual offenders throughout my time as mayor of london

speaker pelosi: we had a loyalty. my son went to principal high school so we had a team spirit all the way back. as you set, we did not always agree but we had respect for each other's point of view. that was the time when bipartisanship was the norm. you had confidence in your own point of view and debate was invigorating. it was not a negative, it was positive. we were on the same side for some legislation. when i first became speaker the house, he came to me and said i need this bill to come out of the house and you are going to have to do it. we were not the majority of the time but he figured i would get it done. we prevailed and got it done working together and it was wonderful for our country and our democracy. john mccain had patriotism and a love of our democracy. we work together early in the 1990's on human rights in china and were recently we worked under the leadership of secretary dole with the hidden heroes. the launch of it was in my office and we were cochairs of the initiative to help the families of
