patrol specials place a financial burden on the city. the similar appearance of patrol specials to the sfpd causes confusion. the police commission has legal oversight but not over their day-to-day operations. patrol specials routinely violate the regulatory rules and the procedures set up by the police commission. a lot what you see and hear, their recommendation is as follows. they recommend that the city charter be changed and patrol specials be eliminated. and that would require a charter amendment. nothing this police commission can do this evening. but i think that they provide us with a good service. we need all of the police protection we can. our concern are compliance and will they play by the rule and increase their level of training and compliance, showing us the record of their complaints to make sure people are not being charged. some people said it is odd i am paying for police protection. that does not sound right. we can't have it both ways where you are issuing business cards with your business address as a san francisco

san francisco's new police chief. 52-year-old greg suhr was sworn in this morning during a special ceremony at city hall. suhr is a 30-year veteran, was selected by mayor ed lee after a month-long search. he is popular in the rank-and- file at the police department. >> when people ask me about community policing, i tell them that i know no other way to be. i was raised on it. i spent the last 30 years of my life working side by side with the community and the incredible men and women of this police department of the best police department in the country to keep this city safe. and i'm committed to do so as chief of police. >> but suhr's road to chief has been rocky. he was among those high ranking officers indicted in the fajitagate scandal. suhr and other high ranking officials were under fire for how they allegedly handled the investigation of a fight involving off-duty officers. but he was later cleared by a judge despite some headline- grabbing drama. as joe vazquez reports tonight, suhr is also credited with a dramatic drop in homicides in one of san francisco's toughest neighborhoods. joe. >>
