we have attorneys with specialization. that specialization requires a uniqueness. that special ownership and that working with the community will bring about a different result. commissioner dejesus: when one of my questions earlier is, why can't they wait? i think you said for the patrol officer if he recognizes there is a metropolitanal illness, he can radio it in. tell us what happens -- if officer safety allows it, what happens. >> what you are describing is, an officer may be on a crisis call event that maybe the dispatchers didn't realize he was related to mental illness. maybe the call information was not stuff enough to share or maybe the call person does president know the person has a mental illness, and that officer responds, and that officer responds to that particular crisis and understands, wait a minute, this appears to have a mental illness. what if the officers are trained in if the officer can radio back and request a c.i.t. officer. the c.i.t. officers, everyone knows everyone that works in their station, and they know they have c.i.t. officers.

this is a particular, specialized unit to deal with mental health crisis because it is a special live population with its own needs and requires training and planning to address these needs. it makes perfect sense to the commission and department why you need specialized unit, especially in san francisco where we have some of the highest volumes of mental health crisis calls compared to other cities in the country. central to this model is an understanding that individual of mental illness are a unique population and deserve special care. officers applied to be a cit officer to enter this elite unit. they are selected based on their background, supervisor recommendations, and skills, to ensure they are a good fit for this program. cit unit will be brief and problems of with mental health stakeholders who are going to and have formed a working group. mental health cynical others, cit team, coordinator, and the department coordinator who had been on thecit units as well as the office of consumer complaints, will come together to create the programs for this model. they will be brief us

i have to assume that they have some special needs students in their population. in the years that they have been in existence, have they been meeting the requirements of special education law? for example, they mentioned that the special education should have the steering committee. the steering committee is supposed to work as an advisory to the charter. is there a teacher or administrator that is doing that? when i look at the stipends, i don't see a teacher getting a stipend. is there a feature that is on that -- teacher that is on that? how is that really happening? and just like we have in san francisco, the special education community advisory committee, there is supposed to be a parent representative on that. if there is a representative, the purpose of having the parent is to revise the charter and the implementation of the el dorado county charter. if you look at some of the other requirements, they are supposed to do assessment procedures and reporting on a lot of this. and they are supposed to integrate. they talk about integration of individuals. in o

william, you know, so far we've been talking about very specialized programs that deal with special populations. any examples that you can bring forward of mainstream service providers that have dealt with issues related to native country addiction issues? well, mainstream providers, the one that really comes to mind is the white bison organization and the wellbriety movement. they started out as an original rcsp program and they developed into basically the number one culturally sensitive program that is showing great promise in indian country. it's beginning to take hold on my reservation. it seems to be taking even quicker hold out west. because as each tribe is different, culture out west is completely different than the tribal nations that are on the east coast. so the white bison organization seems to be the one that is working the best. and dr. clark, i know that in csat, for example, a lot of special population clients go to mainstream programs, to nonspecialized programs. what kind of success are we seeing with that? well, the issue of cultural competence is really the important discus

item l is special order of business. we have nine tonight. item commissioner maufas: is -- item m is a discussion of other educational issues. superintendent garcia: with the state budget, i wanted an opportunity to update you on that. >> this is in some ways and the liberation of information that i gave a preview of at your last meeting, your last regular meeting two weeks ago. understanding that you have other substantive items under this portion of the agenda, i will try to go quickly through the presentation. if you have any questions, i would be glad to try to answer them. some of this we did touch on two weeks ago. i will kind of go through those parts in an abbreviated way. we are trying to get the projector up. we have copies of the handout for members of the public who are here outside the board chambers. the governor has proposed a budget for next year that is trying to address a $26.70 billion gap. his proposed solutions include cuts to non-k-12 areas of the budget, shift of some services to the local level, some one- time savings

we helped to formalize this specialized approach. since my presence is reflected back to my career and law- enforcement, the program is not a law enforcement program. this is a part of law enforcement but this is a community program. in powers the community to address the special needs that have already been discussed. this is about partnerships and they are very unique. this is about a mental-health provider partnership and advocacy. those partnerships are key to the existence of cit debt and for the day to day operations. one of the things that many of the officers will recognize is the sensitivity and patience. this is a picture of one of our offers interesting with a juvenile. we had some reporters that came and did an extensive review of the model. there is much needed attention with regards to christ -- crisis intervention. one of the things is that the nurturing of the program needs to be in place. that has different levels. this is within the police department. a reference of the program such as myself, i would say coordinato

the take away was to see how departments are training individuals to specialize. police departments are dedicating vast resources or the have employees who are resolving instances with the mentally ill. the programs they have was that they are a resource-rich department. the amount of funding and what is astounding so they have the units which have been discussed with turn not first responder units. these are units that after the patrol has gone out and secured the scene, if there is the availability of the smart units, there is a limited number, then the model goes out and those are officers who are skilled in handling mentally ill calls as well as clinicians. they also have some other programs that enable them to redress the and address individuals who are frequently using services so they have an investigative team and a particular approach. this is a well-funded program. we thought that we should look at this more when we saw more funding. in terms of the components, i it is want to highlight one or two of those aspects. part of this does have a working good r
