darcy spencer is in silver springs with the story. >> reporter: it's going to cost thousands of dollars to repair or replace those dozens of meters. police are liking for thieves with a lot of change in their pockets. nearly 70 parking meters were damaged or destroyed in a rash of smash and grab thefts in silver spring since sunday. thieves may have gotten as little as $2 or as much as $50 for each machine. >> not a lot of bang for your buck. the amount of labor these individuals went into smashing these meters to get the return is not worth it. >> reporter: the vandals hit on two county lots on leland street in bethesda. 29 meters were damaged. 12 were raided in silver spring. police say the thieves smashed the outer casings of the meters and removed the coin cans inside. cost to the government to fix or buy new meters could be in the thousands of dollars. >> if we presented a case to the state's attorney, you're talking in excess of 150 charges, most felonies for the conspiracy part, theft scheme, breaking into them. value in repairing and replacing them. >> reporter: police have no i

darcy spencer is there with more on the story. >> reporter: initially there were reports of being trapped inside this burning building. i did speak to one resident who said there was a fire in the same building two weeks ago. he says some of the building alarms were not working properly tonight. that resident tells me people went door-to-door alerting neighbors to get out of the building. fire officials say the it appears the blaze started on the fourth floor then spread. there are seven stories to this building. all 96 units have been evacuated. fortunately there were no injuries reported. >> the fire alarm system has been isdisabled from the last fire. good-hearted people were knocking on their doors. i started to ignore it. wrong door, wrong apartment. something told me to look and see. i smelled the smoke and ran out. >> i looked out the window and i saw flames. this guy was on the side. i said, is there a fire? he's like, yes, yes, get out, get out. i got out. >> it looked really bad. this is terrible. it's a friday night. i've been at school and work. long day, i want to home and go

in silver springs, darcy spencer, "news4 today." >> the budget battle in d.c. public schools is far from over. the washington teachers union is asking a judge to revive its lawsuit against d.c. schools chancellor michelle rhee they sued over her decision to lay off 250 teachers last year and yesterday parents of students got a chance to speak out on plans for next year's school budget and the controversy over reports of a $34 million surplus. the city's chief financial officer wrote to chancellor rhee and in a letter explain that had no surplus exists. now school officials must decide how to pay for teacher raises promised in a new contract. >> just makes them aware that we can't afford to have any more cuts. they already made cuts and if they continue giving cuts, then we have to -- we're going to, you know, we're going to have less -- i'm a teacher and they start laying people off. it's going to affect everyone. >> the d.c. council will vote on the budget on thursday. >>> new today, a memo from defense secretary robert gates warned the united states lacks a l

news4's darcy spencer reports. >> reporter: prince george's county fire officials say the condominiumuilding where a two-alarm blaze sent residents fleeing from their units friday night has a history of fire code violations. officials say the fire alarm system did not activate placing resident's lives in danger. this was not the first time this has happened. >> the condominium complex is no stranger to our fire inspectors and issuing of civil citations. we counted as many as 12 civil citations issued to that complex since july of 2007. >> the blaze started in a fourth floor unit, then spread. residents in nearly 100 condos on all seven floors were evacuated. it was the second fire there in less and that two weeks. condo management was told by the fire marshall's office to correct the fire alarm problems after that fire but it didn't happen. >> good hearted people are running around knocking on the door. i started to ignore it. i'm like wrong door, wrong apartment. something told me to come out and take a look and see and i smelled smoke and that's when i gathered up what i could and r
