glen spencer is the man behind this technology. he started the process 13 years ago as a way to keep count of the number of people crossing the border. six years ago. he had his first demonstration of the technology for a group of law makers. spencer says: "if it was installed on the entire border we would be able to count-- especially if we havdr everybody that crosses the border and it can be live, as you saw." the technology has a similar concept to radar and sonar. the line comes in five mile sections and can be placed in the ground as deep as ten feet. it's solar powered and can detect, animals, low flying air craft and people. so any movement within 500 feet from the sensor line -- there's an alert. spencer can then send a drone out and capture the movement and recorded it live. it can be done at night and even in the rain. make border patrol happier, because they're not just sitting there guarding a tree they have something to do, we have to go there an intercept it." reporter nats: "why hasn't the government picked up on th

news4's darcy spencer just got to the scene. what can you tell that is happening? >> we did just get here. i can tell you that the top side of the beltway is an absolute mess. you can avoid it if you can. we're on an overpass here looking down on 495. you can see, this is just a just one lane is getting by here to the left. this is right around route 1 again in the college park area, as you get on the beltway from i-95. like you said, a trooper involved in this crash, two vehicles involved. the trooper was flown to the hospital. a second person in another car was also taken to the hospital. we're told that both of them are going to be okay. they're still investigating the circumstances of the crash but this sunday morning whether you're heading out to church, running errands or have somewhere else to go. you want to keep in mind to avoid this area from what i understand, the back up starts around new hampshire avenue. again, this is on the inner loop. you're also going to be affected if you come down 95 south to get onto the beltway. this back up is stretching from

spencer christian is tracking the weather conditions facing firefighters, but let's begin with reporter katie who is live near the fire lines. >> favorable weather conditions are playing a major role in helping this firefight. there is little to no wind. it is chilly and the air is damp. the grass and brush are still very is dry. i want to go to some sky 7 video to show you as the fire raced up the steep terrain. the hillsides are quite a challenge for firefighters. you can see it threatening this home along dry creek road. mandatory evacuations are are in place for the campbell creek and campbell flat areas and will remain so overnight. the local firefighters tell me there are a dozen homes in the area, and this is three miles west of yountville as you mentioned. the fire started at 4:15. the cause is under investigation. it has grown to 53-acres. the crews running dozers and dropping fire retardant managed to contain it to 25%. >> firefighters took advantage of the cooler temperatures although the fuels were still dry we were able to make great progress. this could have been a larger

spencer christian is here with a look at the forecast. spencer. >> our weather pattern is changing rather dramatically. two rain storms coming our way and i must say i'm pretty excited. live doppler 7. clouds have gathered over the bay area this afternoon. a quick look at current conditions before we get to the storms. temperatures have dropped significantly in the last 24 hours. look at this. it's 13 degrees cooler in san francisco and oakland right now than it was this year yesterday. 17 degrees cooler in heyward so the pat certain changing clouds and only 58 in san francisco and 68 across the bay in lye ward and 80 in livermore. let's get down to the storm impact scale which we use every impact storm, 1-5, 1 light and 5 severe and the storm coming in on friday is a storm of moderate intensity, ranking 2 on the impact scale producing half an inch to an inch of rainfall for most of the bay area. forecast animation starting at 10:00 thursday night. overnight it will sweep down from the north bay first through the peninsula and over to the

spencer? >> okay. ama, and larry, this is how hurricane matthew looks on live doppler 7, a massive category 4 monster storm. hurricane and tropical storm warnings have been issued for southern florida and the keys. hurricane keys, most of florida's coast, most of the hurricane warnings in effect for bahamas. it's a category 4 and will remain a category 4 tomorrow as it moves up through the bahamas still as a category 4 on thursday near the atlantic coast of florida, and maintains that strength when it downgrades slightly to a category 3 near jacksonville and goes up along the coast of georgia and the carolinians and weakening to a category 2 by saturday. that's still a very powerful and dangerous storm and then it heads up to new york and boston. on sunday, still as a category 1 hurricane, this is a powerful potentially dangerous and damaging storm and, of course, i'll stay on top of all developments with this storm. more had a little bit later. ama? >> spencer, thank you so much. >>> authorities have

spencer? >> okay, a.m., a. this is a very powerful storm, as you know. category 3 hurricane right now and may reintensify by tomorrow. let's take a look at where it is. matthew is expected to plow through the bahamas tonight and tomorrow and hurricane warnings in effect and hurricane watch nez effect for florida's atlantic coast and tropical storm warnings in effect for florida's southern tip and a tropical storm watch is in effect for florida's west coast. the storm is expected to take a path through the bahamas and will re-emerge and will become a category 4 hurricane and right up along the atlantic coast and still as a category 4 storm and before weakening to a category it as it moves up along the south carolina coast. after that it's expected to take a very strange turn, first towards the east on sunday and then diving southeastward again and back down into the warmer south atlantic and caribbean waters by sunday. it looks like it's going to be in a rather erratic path if it follows that path and people in its path should take all the advisories and

news4's darcy spencer is live at police headquarters in northwest. darcy, what are you learning tonight. >> reporter: this was a horribly violent crash. tonight we are learning good samaritans rushed in to try to help those who were hurt. police say the driver of this northeast dc when he struck several cars, went airborne, then landed upside down. >> it was in the air and he just -- when the car crashed they pulled him out of the car. he had cuts and stuff on his face. >> reporter:ist still police say i ran from the crash. but he was caught not far away. they say he hit this suv head on then rear-ended this white car. the woman who was driving it had there were several victims, including two children, all expected to be okay. >> it was quite a tragedy out here. >> reporter: this man, who did not want to be identified said he and others helped some of the victims get out of their cars. >> it wasn't just myself. it was with the help of the other tenants around here and the other people we sprung into action trying to get things resolved. >> reporter:
