we are joined by governor spencer cox, welcome to the program. gov. cox: thank you for having me back. good to be with you. host: you are here for the national governors association winter meeting. can you remind us what that is, the purpose of these meetings? gov. cox: of course. the national governors association is the association for all of america's governors in 50 states and several u.s. territories. we get together several times during the year to talk about issues important to every state. it is a great opportunity for us to learn from each other. we still believe states are the laboratories of democracy. that is where innovation and policymaking is happening. it is not happening in washington, d.c. this is a cool opportunity for republicans and democrats. it is bipartisan. we take turns governing. i am the chair this year. jared polis, democrat will be the chair in july. it is a rare institution in the u.s. where we get along pretty well and work together and i wish all of america could see the conversations we are having this week area -- we

[applause] judy: the reason this has come about in large part is because the national governors association is meeting in washington this week. governor cost, you are the chair of the governors association this year. and your initiative you have been putting a lot of focus on is called disagree better. i want to ask the two of you, what does that mean? let me start by thanking everyone for being here. it is an honor. i'm excited to be with my friend, wes moore. i am in cycle, i'm up for reelection. me just saying my good friend wes moore is a testament of the courage in this type of electoral cycle. and i mean that a little tongue-in-cheek, but that is the issue tha

as vice chair of the national governors association, i work alongside the chair, utah governor spencer cox, on this important effort. it's not about the green on every issue. for instance,, governor cox and i can't seem to agree on which state has better skiing. even though it's obviously colorado. but it's about how we can disagree better. [applause] this is something that called about his particularly gaudet, but these are often challenged both between and within our own political parties, especially as we feelol the vitriol of nationl politics. too often i can feel that our disagreements are what define this, and that the gap can seem daunting and too big to close. as arthur c brooks road, almost no one is ever insulted into agreement. it's a very important lesson here is highlighted by our leaders yesterday, president, speaker mccluskey and opening-day remarks, when we lose the ability to listen to one another, we see the cracks in our democracy and civil society widen, and we let opportunities pass us by. let me be clear. this isn't just some feel-good initiative or hollow exercise. o

jared polis and utah republican governor spencer cox. governors, thanks a lot.d is it working, governor polis, first to you? >> well, i think we know the work is cut out for us. but i think that there is increasing alarm on both sides ever the aisle and frankly among americans who don't identify with either party that we need to do a better job as a country, managing our disagreements better. that means disagrees constructively in a way that fosters cooperation and thinking well about one's neighbors. rather than this politics of destruction where it's more about the personal than about the policies. you know, if founding fathers had profound disagreements but it doesn't mean at the end of the day they weren't able to come together and write the u.s. constitution. write the bill of rights. i think that's a call to arms for all of us, democrats and republicans and those who identify with neither party to disagree in a better way. >> bret: yeah. governor cox, we do this segment, common ground, and we have republicans and democrats on what they're working on, not w

this is cnn >> utah governor spencer cox just signed into law a bill making it legal for the state to potentially sidestep federal law it's called the utah constitutional sovereignty act. it creates a process where state lawmakers can overrule or otherwise ignore federal rules and decisions. and it's the latest move by some republican led states to stand up to what they see as federal overreach let's discuss with michael gerhardt. he's a law professor at the university of north carolina, chapel hill. he's also the author of the recently released book, the law of presidential impeachment. >> michael. good afternoon and thank you for being with us in your eyes. do you see this sovereignty act as being constitutional? >> no, not at all. there's no way that act is constitutional it violates the original constitution and the original constitution has something called the supremacy clause. and the supremacy clause says, among other things, that state laws that are contrary to the us constitution or not legal or permissible and that's exactly what this utah law is. we fought a civil war to r
