[applause] ♪ ♪ >> hi, gene, good to see you. >> thanks, maria. >> you heard the conversation with congressman ryan. how does the president's plan differ? >> it differs because there's raising sense of balance that every category is on the table and there's shared sacrifice when doing fiscal disblip. now, the president put forward a very serious frame work, $4 trillion in deficit reduction over 12 years. it was praised by bowels and simp -- boles and simpson and every value day tore. it's the case that chairman ryan's plan does get to $4 trillion quicker over 10 years opposed to 12, but we think that is appropriate because we want number one, we don't want to face things in at -- phase things in at 9% unemployment in any way that impedes recovery, and it's important as you are trying to control entitlement class, trying to control the deficit, that you don't stop investing in the future in terms of education, research, science, and competitiveness. third, we believe it's more important

our next conversation is the national economic council director gene sperling. he is at the center of the discussion on budgets and fiscal policy. no one has more detailed knowledge of the administration's plan than gene sperling. united states trade representative, ambassador kirk, and the president's economic advisor, jean sperling, who said they will not send these trade agreements to the congress until the president's had an opportunity to sign trade adjustment assistance. trade adjustment assistance simply says that when you lose your job because of a trade agreement that you at least are eligible for assistance for job retraining. to me, the problem is the trade agreements and that's costing us jobs. but at a minimum, in the great majority of democratic senators here understand with the president that we don't pass these trade agreements without helping these workers that are going to lose their jobs. to me it's a little bit of a counterintuitive, well, why pass these trade agreements at all if we expect job there is to come from them but the other side will argue that jobs will increase overall even though they always promise that and it doesn't steam work that way. but everybody -- doesn't seem to work that way. but everybody acknowledges some people are going to lose jobs as we do these trade agreements.

chamber of commerce event with secretary locke, jean sperling, the president's advisor on economy, senatorurkowski, there was a big group of people there that we had to talk about the national strategy for trusted identities in cyberspace and that venue is also the best one going. but also it's held in the department of commerce and held by some of the work with the national institute of standards of technology or nist is how important it is to the economy to businesses as well as to national security as well. but when we convened it at the u.s. chamber with our private sector partners in attendance, it also showed very clearly this is not a government-led effort. this is a private-sector led effort and working with the private sector to create this echo system as we call it is really key to its success. so many of you in this room participated in some form or fashion with what i consider to be a very, very open process as we went through with the idea of creating some trusted identities in cyberspace creating a draft last summer, getting feedback from many, many people in the security pri

comments and then there were the administration's comments, especially trade ambassador kirk and gene sperling, the president's top economic advisor. they have made it clear that we will not submit the three free trade agreements, one with colombia, one with panama, one with south korea, until legislation has come to their desk to take care of the issue of trade adjustment assistance. this congress, because of some objections from the other side of the aisle, allowed the trade adjustment assistance language to expire in february. that simply means that many workers who lost their jobs because of free trade agreements -- or lost their jobs because of trade, not necessarily with countries we had trade agreements, were going to get some assistance -- they lost their jobs through no doing of their own. they are going to get some assistance so they can in fact get some assistance for retraining so they can go back to work. losing their jobs had everything to do with what happens in other ways, nothing to do with their job performance or even their company's job performance. so the president made th

sperling got out to try to talk to him and ryan said, you poisoned the well.s not poisoned. where were working through stuff. and now you have this joe biden. there are several people on there that really don't care about doing anything for both parties. >> let me contrast these plans for you. i will arion plan first. his plan is basically what paul riot is, a serious, straightforward, honest plan. it has about $4 trillion in savings. he made a couple pretty big decisions. he decided not to cut the fence. he also made the decision as to reform the tax code, he got rid of some of these tax expenditures that were about $1.10 trillion. he used all the money to reduce rates. he didn't use any of it to reduce the deficit. they use about 10% of the proceeds. having made those decisions and wanting to get a four trillion dollars of deficit reduction, that forced him to make her two other big decisions of areas he would cut. he would cut nondefense spending in the other mandatory spending more than we did. and in my opinion, it places a disproportionate burden on the
