spl sure. local store owners set wages just like large employers set wages based on market forces up to a point. what congress has done since the 1930s is say we're not going to allow wages to fall below a certain floor. so wages are set by the minimum at the bottom. what i think what's interesting here, you've got a bunch of workers acting almost like a union to say we'd like higher wages. and interestingly, some of these companies seem to be sitting down with them and negotiating. i think it is actually a positive inve positive development. >> michael, you don't favor raising the minimum wage. i just wonder why. i'm looking at the stats. doesn't seem like there's anything to prove that raising minimum wage would actually be a bad thing. state with the highest percentage of annual drop growth was washington. mept a metropolitan area with the highest area of job growth, san francisco. in both areas they had the highest minimum wage. what's the issue? >> i think the employment effects of increas

spl we have clients across the risk adjusted spectrum but the reality is i think heather is right. to be flat so far this year, given everything that's been thrown at the market, including all kinds of fears over pace of recovery to russia's invasion inside of ukraine. i think it is okay. i do think though that we'll see a 10% to 50% pullback at some point in time. maybe next week. maybe the trigger is when we get the revision to first quarter gdp which could go into negative territory, that could spook the market. any sell-off we've seen this year we've taken advantage of. whether u.s. growth, stocks, health care in particular. remaining very bullish. >> the russell is up today, in part, because of a rally in biotech stocks. a trader pointed out that the s&p biotech index has been on a tear so far today. peter anderson, is this a time to sort of look for bargains right now, do you think? >> i think there's always bargains out there. the frustrating thing right now is that there is no clear trend emerging. can you believe that we're half-way through the year almost at this point an

spl smith: thank you, mr. chairman. i yield myself one and a half minutes. the chair: the gentleman is recognized. mr. smith: for everybody's information, you can't reveal classified information etch if it's in the paper because then you're confirming it so you're not supposed to do that. second of all if you don't like the stark treaty, that's one thing. a bipartisan group of senators con fired the treaty and passed it. that's a separate debate. if you're trying to reopen that, that's something the senate already determined. it's not a matter of russia being trustworthy. i don't think of them as a partner. i think of them as a reality that we have to deal with. in the one area where they have been fairly consistently, again, starting with the treaties negotiated under ronald reagan is they have reduced their nuclear forces and worked with us to contain their fissile material after the breakup of the soviet union. this has reduced the amount of nuclear weapons in the world which is a positive step. so again, it's yes, what they're doing in the ukraine, we ou
