this traffic is coming away from the wilson bridge and moving towards springfield. you know, it's not uncommon to see weekend delays in our area, but this work that needs to be done is actually going to amount to a major weekend inconvenience. they are making emergency repairs to the overpass that takes the beltway and i-95 over cameron run. it was built in 1961 and they have done a lot of patching to it since then but nothing major, but to facilitate the work the lanes squeeze down from one to three. and ramps from telegraph road to the inner loop are also closed. you will have to work around that now. as we here planners say this is a necessary evil. >> what we have been doing for months now is patching, patching, patching, and it just doesn't hold. as soon as they get put down they pop off. it has been a hassle for motorists. >> reporter: you can expect delays of up to 90 minutes and some stretching back to the wilson bridge. planners say 40% of the usual traffic that comes through the area stays away, and you will still get the delays. if you do get caught up in

and if you noticed over the last year or so, you will receive notices -- i got them at my home in springfield illinois, from the credit card companies, saying in almost every instance, they were going to raise the interest rates on the credit cards before the new law went into effect. my wife saved all of them and said mr. smart senator, how did you let this happen? well, it turned out that we had no control over those interest rates during that period of time and very little control after the reform bill. what the senator from rhode island is challenging us to look at is this basic question. what is a reasonable amount to charge for an interest rate? and his decision -- and i concur with it -- is let's let each state make that decision. 32 years ago, the supreme court indirectly removed the authority of states to make that decision. they said if your credit card company is located in state x, you are bound by the laws of state x when it comes to interest rates for all of your customers across the united states. you don't have to change for a customer living in arkansas which has a cap on int

therefore, a customer in akron or a customer in toledo or mansfield or springfield or xenia, in havinga credit card with a bank in south dakota paid much much higher interest rates even though ohio set its interest rates much lower. usury rates i quoted today in a presentation earlier, usury rates were established by the bible in exodus 12, i believe. the bible says clearly that usury rates the usurious interest rates aimed at the poor and aimed really at everybody simply shouldn't stand. yet by this supreme court decision in 1978, the court ruled that whatever -- that we would basically outsource our interest rate, our consumer protections to the lowest common denominator state. if south dakota particularly has no usury rates or no limit or high limit on their interest rates, it means a credit card holder in lima, ohio, or troy, ohio or springbury, ohio, is paying the high interest rates even though the ohio legislature has acted against their doing that. so the whitehouse-casey whitehouse-casey-sanders-brown amendment gives the decision back to the states for making the interest rate
