there is no different constitution for people living in sro's. they say the officers come in and intimidate physically or verbally into handing over the passkey. if this were happening anywhere , but sro's, there would be outcry. [applause] >> my name is david lewis, i am here representing the city. i am here representing -- these decisions need to be smart. treatment can cost so much more. consider these trade-offs. community health services verses domestic violence. affordable and supportive housing programs verse is homelessness spearheaded -- homelessness. it stands for a single room occupancy hotels. most of these were constructed after the 1906 earthquake. they were built to house the workers after the quake. they are home to over 500 families and 1000 children. just in the area alone. to some of the city's most vulnerable residents. after many, these are a safeguard to homelessness, and they are also a step up and they step out to people that have been homeless. please remember that the true cost of homelessness is not just found in the service issues, it is in the impact of the quality of life. helping to move people out and stay out involves a series steppingstone programs. the begin with shelters, ca

she was a sro , school resource officer. during that time, she worked with middle schools throughout the district and in many areas where they were experiencing violence. she has been an invader. i would like to acknowledge captain masha ash. captain ash has done a tremendous amount of work. she worked on protocols that would work with children taken to the youth facility. during the parent's arrest and from trauma. thank you very much officer pri lo and captain nash. i am going to go over the panel discussion. we are try find solutions which includes violence to and from school and on the site. our goal is to move forward solutions. we ask that all questions be reserved today end. please feel free to jot down questions you have. those questions we are not able to get to, we are interested in collecting them. we are going to collect information with respect to solutions as well as action items that they are going to take back and work on. so our first topic is violence to and from school. jeff will moderate this piece. >> we

part of the sro program, it offers 6 officers skills clinic. we are doing that within 9 middle schools. it's grant funded specifically for that. and so far, the funding stream is there and the school district has been supportive of that as well. that add to the other programs. project impact and alert. all very important programs. the other piece that we're charged to do is help create a saver environment for the children in school. so we, as school resource officers, wear many hats. 1 day we are mediating or siting a child. we offer classes. we have a wilderness component. we take them hiking. we do that with the school district, the boys club and the ymca. the connection is the important thing. without the connection and listening relationship, there is no trust. that's what we strive to build. >> thank you. did you want to add something, angela? >> yes, i did, i had a couple of action items. i think this is a good time to add. to officer parillo. there's a lot of great programs. i noticed these programs are sporadic. there's a couple at this

more energy-efficient way in places like the tenderloin and places where we have beautiful tesoro -- sro's that do not reflect efficiency standards and that are leaking. that is a relatively circumscribed issue. the one i think is worthy of getting our heads around now is the issue of districts. not all affordable housing has federal funds in it. when it does, we have a programmatic agreement with the state preservation office. we are responsible under the environmental protection act to consult with them on any project within an area of potential effect. when it is a district, that district becomes the area of potential effect. it raises the standard significantly in terms of our review. if we are attaching an historic resource, that is an appropriate standard. but with ceqa, we have to be incredibly judicious about the number, size, and shape of districts. once we start landmarking or districting large swathes of land -- a look at an area under survey right now. that would have a very profound effect on the ability to move affordable housing forward if those were really to be the ships o

i'm a resident of the tenderloin community and organizer with the central city sro collaborative, a member of the good neighbors coalition. i've seen the streets of the tender loirp used as a highway and already speeding traffic. i'm concerned that the cpmc current proposal does not address these traffic issues. we would like to implement the little saying ison tenderloin study which was done by the city in 2007. which has several is traffic calming measures. thank you. >> thank you. my name is clifton smith. i'm a resident of the ir 0 quoice homes and member of the good neighbor coalition. the good neighbor coalition has been working the past year to make sure the cpmc is built the right bay -- way. our talks can best be described as grid locked. the hospital only wants to do ideas that they think they can make a profit off of president our dialogue with the hospital is just one thing that has budget -- become grid locked. if the current plan moves forward without compromise the sur is owneding neighborhood will be grid locked as well. the design and size of project will have dramatic imp
